Background / History

Konoha was founded by Hashirama Senju and Uchiha Madara to pursue peace and prevent children from being sent to war after both founders had lost brothers in conflict 20.

In its earlier political structure, ninja clans retained authority over their own affairs while the Hokage governed separately. This division limited the Hokage's direct influence over clan matters 1. Konoha's finances were strained after the Third Great Ninja War: disability allowances and death benefits had not been fully paid, while earlier victories had produced no reparations for its ninja 38.

Under Masaki Uchiha's rise, Konoha's clan politics changed substantially. The Police Force was reformed and expanded to 600 members, with positions opened to clans including the Akimichi, Nara, and Yamanaka 9. The Uchiha-led Shanghai Cooperation Organization (SCO) subsequently tied most of Konoha's ninja clans together through trade, escort work, profit-sharing, and Police Force appointments 15 16.

The Nine-Tails Incident severely damaged the village and intensified public suspicion toward the Uchiha after villagers saw Sharingan in the beast's eyes 54. Rescue operations continued for a week, Root members were arrested, and Masaki used a public trial to redirect public anger toward Shimura Danzō and the other officials held responsible 55 56. Masaki was appointed Acting Hokage after Danzō's execution 56, then formally became Konoha's Fifth Hokage through appointment by the Daimyo 97.

Government and Administration

Hokage Leadership

During the post–Nine-Tails transition, the Jonin Squad temporarily exercised Hokage authority, with Masaki Uchiha serving as its leader 52 54. As Acting Hokage, he centralized command over relief, public security, medical deployment, border defense, and barrier inspections 53.

Following his formal appointment as Fifth Hokage, Masaki directed Konoha through a network of allied clan representatives and senior personnel; by the campaign against Akatsuki, he regarded nearly all of the village's key officials as closely tied to the Uchiha 130.

At the end of the Ninja World unification campaign, the Hokage position of the former Konoha was replaced by the office of Supreme Leader. Masaki became the first Supreme Leader and governed the united Ninja World through a council that divided the territory into thirteen provinces 167.

Police Force

The Police Force became a central instrument of Konoha's internal administration under Masaki's reforms.

After the Nine-Tails Incident, Konoha changed the Barrier Team's hand seals every three hours and required all disturbances to be reported to the Hokage 57.

Following Obito Uchiha's infiltration and theft of a Hyuga elder's Byakugan, the Barrier Team was ordered to develop a defense against space-time ninjutsu within one month 127. The resulting Limited Space Barrier restricted space-time ninjutsu within a 400-meter effective range 130.

Economy and Development

Shanghai Cooperation Organization

The SCO was established by Konoha's participating ninja clans to manage and protect a tea trade route through the Land of Tea.

The organization expanded the Uchiha Clan's influence by making other clans economically dependent on shared business interests. By the war against Kumogakure, approximately 70–80% of Konoha's ninja clans and some civilian jōnin had joined the SCO 73.

War Economy

Masaki's preemptive acquisition of war supplies helped prepare Konoha for the Nine-Tails crisis and possible conflict with Kumogakure. Other clans followed suit, creating an internal arms race and raising supply prices 46.

When war preparations formally began, major clans turned over their stockpiles to Konoha in return for market-price compensation 61. Konoha later gained substantial reparations through conflicts with Kumogakure, Iwagakure, and Kirigakure; the return from the Land of Water campaign alone was part of a total of 21 billion ryō, excluding installment payments from Kirigakure 97.

Universal Cultivation Plan

Masaki proposed making inherited ninjutsu and non-core clan techniques more accessible in order to strengthen civilian ninja and reduce casualties 117.

• The Uchiha Clan pledged Fire Release and Wind Release techniques, including one S-rank, eight A-rank, and twenty-five B-rank ninjutsu 127.
• The Hyuga, Ino-Shika-Cho, Sarutobi, and other clans agreed to contribute non-core ninjutsu scrolls 127 128.
• Konoha also sought to improve senjutsu training methods so more ninja could learn it 117.

Major Arcs

Nine-Tails Incident and Recovery

The Nine-Tails' attack devastated Konoha, killed the Fourth Hokage, and left the village distrustful of the Uchiha Clan 46 54. Masaki coordinated emergency relief, security, medical operations, and border protection while the Jonin Squad administered Hokage authority 53 54.

The subsequent public memorial and trial of Shimura Danzō helped shift public outrage away from the Uchiha and toward those implicated in Root's crimes 55 56.

Wars with Kumogakure, Iwagakure, and Kirigakure

Konoha mobilized 8,000 ninja against Kumogakure and Iwagakure: Jiraiya led 3,000 toward the Land of Grass and Waterfalls border, while Uchiha Fugaku led 5,000 toward the Land of Hot Water border 63.

After the conflict with Kumogakure, Konoha received two-thirds of the Cloud's supplies and pursued further reparations and territorial concessions 73. Konoha later joined Kumogakure in an assault on Kirigakure, securing compensation and seafood-business rights from the Land of Water 93 96.

Lunar Campaign

Konoha retaliated against the Otsutsuki Clan after their connection to attacks on the village became clear. The operation secured the Tenseigan and the Giant Tenseigan, with Orochimaru remaining on the moon to study the latter 124 126.

Masaki designated the moon as a Konoha refuge available only to core personnel 126.

Expansion into the Land of Grass

Masaki led an expedition to the Land of Grass, seized assets including the Box of Ultimate Bliss and the region's ninjutsu resources, then forced Kusagakure's submission 153 156.

Kusagakure was dissolved, the Land of Grass was merged into the Land of Fire, and Hyuga Hiashi was appointed to administer the newly renamed Grass District 156 157.

War with Sunagakure

Following Sarutobi Hiruzen's death in the Land of Wind, Konoha dispatched 8,000 ninja under Jiraiya and Tsunade against Sunagakure 151. Masaki later joined the battlefield personally, and Sunagakure surrendered unconditionally within a day 162 165.

Unification of the Ninja World

Konoha launched three simultaneous campaigns against Kirigakure, Kumogakure, and Iwagakure after the villages moved against its expansion 167.
