Fourth Hokage administration

Minato Namikaze held the office at the start of the story, but major institutions remained outside his direct control. The Administration and Medical Departments were controlled by Konoha's elders, while Root answered to Shimura Danzō; Minato controlled only part of the Anbu 2.

This divided authority enabled Sarutobi Hiruzen, Danzō, and the elders to interfere in village affairs despite Minato's position. During the confrontation over Masaki Uchiha's clan leadership, Minato affirmed his authority by placing Danzō on leave and transferring Root's leadership to Shikaku Nara 7.

Succession crisis

After Minato's sacrifice during the Nine-Tails Incident, Sarutobi Hiruzen announced that he would resume the Hokage position temporarily. Masaki Uchiha challenged the legitimacy of this move, arguing that a former Hokage could not return to office without the Daimyo's approval 49.

Masaki took de facto command of Konoha's emergency response, using the Hokage Building as his command center and directing rescue, security, and relief operations. Sarutobi did not oppose the orders, acknowledging Masaki's qualifications to lead the crisis response 53 54.

Sarutobi ultimately recommended Masaki as Acting Hokage in exchange for the release of Utatane Koharu and Mitokado Homura. The Jōnin Squad approved the appointment unanimously 55 56. The Daimyo of the Land of Fire then formally endorsed Masaki's acting position and sent Konoha six billion ryō in funding 58.

Fifth Hokage administration

Masaki consolidated support through wartime leadership, defeating opposing forces and returning to Konoha with widespread public approval. The Daimyo officially appointed him the Fifth Hokage after the campaign 97. His inauguration was celebrated by the Uchiha Clan, while Sarutobi warned him about the scale of his ambitions 98.

As Fifth Hokage, Masaki governed through direct orders, clan alliances, and military expansion. He declared a Level One Alert upon sensing approaching hostile chakra signatures, ordered the Barrier Team to develop countermeasures against space-time ninjutsu, and demanded that ninja clans contribute non-core techniques to strengthen civilian ninja 106 127.

Following campaigns against Akatsuki, Kusagakure, and Sunagakure, Masaki's authority extended beyond Konoha. After the Ninja World was unified, the Hokage office was renamed Supreme Leader, with Masaki becoming its first holder 167.
