History
Nine-Tails Attack and Reconstruction
Konoha suffers widespread destruction when Uchiha Obito, controlling the Nine-Tails, attacks the village. The Third Hokage directs civilian evacuations while Konoha shinobi sacrifice themselves to delay the beast; Hiruzen ultimately forces it beyond the village walls with Enma's Adamantine Nyoi. 38

Conflict with Kumogakure

Evidence extracted through Inoichi Yamanaka exposes Utatane Koharu and Mitokado Homura for conspiring with traitors against Konoha and the Uchiha clan. Hiruzen strips them of office, sentences them to execution, and announces his resignation as Hokage. 198
Uchiha Chen succeeds Hiruzen as the Fifth Hokage, receiving broad public support at his inauguration. 219 He immediately abolishes the elder system and replaces it with a council of six speakers and twelve council members; the speakers are Hiruzen Sarutobi, Shimura Danzō, Hyuga Hiashi, Shikaku Nara, Inuzuka Tsume, and Mokume Kotō. 219
