History
Earlier administration
Konoha operates under the Land of Fire's “one country, one ninja village” arrangement: it protects the Daimyo and the country in exchange for annual financial support for village operations and construction. 141
Before Uchiha Qingcheng became Hokage, the Third Hokage approved Qingcheng's Beautiful Konoha Village Plan. The Police Force was authorized to punish unhygienic conduct, illegal construction, and dangerous-item sales; listed fines included 200,000 Ryo for public urination, defecation, spitting, or littering, and 500,000 Ryo for public displays of affection. 95 The policy heavily burdened residents and contributed to empty pockets and hardship among elderly ninja. 166
Fifth Hokage administration
Qingcheng's coup, succession as Fifth Hokage, annihilation of the Sarutobi Clan, and Hiruzen Sarutobi's subsequent suicide destabilized Konoha and drew immediate attention from rival villages. 188 189 Qingcheng later abolished the Beautification Plan, reduced fines and fees, adjusted mission rewards and ninja-tool prices, and opened Uchiha and Root ninjutsu to Konoha Jonin under a vetting system. 175
His administration redirected village resources toward broad military development: training subsidies, free access to advanced ninjutsu, Enhancement Vaccines, mass-produced Soldier Pills, and specialized corps. 194 199 455 Konoha's survival-first mission policy raised its reported ninja survival rate from 67% to 99%; difficult missions could be aborted and reassigned to Elite Jonin. 241
Rise as the dominant village
Konoha fought Hidden Mist, Hidden Cloud, and Hidden Stone Village in succession, emerging with expanded military prestige, seized resources, and favorable settlements. Its victory celebrations portrayed the village as the Ninja World's strongest power. 281 307 372 375
By the later period, Konoha's power, aggressive economic methods, and raids on rival villages earned it fear rather than goodwill abroad. Other nations described it as the “Bandit Village” and “Rogue Village,” while many remained too intimidated to openly oppose it. 448 452

Society and Culture
Konoha's public culture becomes intensely militarized and centered on loyalty to the Fifth Hokage. The village regularly holds mass welcome ceremonies with flags, banners, fireworks, music, parades, and chants following military victories. 366 374 375
The Konoha Battle Song is performed by the One-Stop Company's music troupe during major celebrations. 166 375 Qingcheng's government also uses public announcements and newspapers to circulate battlefield images and reinforce his image as Konoha's protector. 222 281
Immigration is encouraged when it benefits the village. The Kamizuru and Kuroki Clans receive prepared housing and clan lands, while defecting Hidden Mist ninja are assigned official agricultural work and encouraged to settle with their families. 366 369 458
Relationships
