Background / History

The Police Force was originally an autonomous Uchiha institution. Documents bearing the Second Hokage Tobirama Senju's and Third Hokage Hiruzen Sarutobi's signatures grant the Uchiha Clan management and appointment authority over the force, barring outside interference. The department was nevertheless characterized as a political “scapegoat” assignment intended to constrain the Uchiha. 43 69 75

On the night of the Uchiha massacre, Root forces attacked the Police Force headquarters near the former Uchiha compound and killed the Uchiha members stationed there. The force was subsequently replaced by ninja from other clans. 3 73

Uchiha Qingcheng reclaimed the department in the aftermath of Danzo's defeat. He replaced Sarutobi Shirauo, dismissed dissidents and suspected collaborators, restored the disused Police Force prison, and reorganized the membership into three teams. 74 76 79

Under Qingcheng's early leadership, the force implemented the “Beautiful Konoha Village Plan,” using fines, arrests, confiscations, and prison sentences to collect property and money on a massive scale. Its actions turned much of Konoha against it, while Qingcheng rewarded high-performing personnel with money, ninja tools, and advanced Ninjutsu. 97 101 102 113

The force became a key armed base for Qingcheng's coup, with more than 400 members assembled to arrest Hiruzen Sarutobi. After Qingcheng became Fifth Hokage, the Police Force increasingly operated outside the village in anti-spy actions, border conflicts, invasions, prisoner interrogation, and resource seizures. 147 183 196 325

By the later period, Qingcheng attempted to curb internal corruption after officers were caught freeloading from Ichiraku Ramen. He ordered a force-wide meeting, held Shouhon Yihan accountable for his subordinates, and established new rules. Despite these reforms, the force remains feared both inside Konoha and across the Ninja World. 421 423 558

Law Enforcement and Detention

The force patrols Konoha, arrests suspects, issues fines, and uses its prison and detention center to hold those unable or unwilling to pay. During the Beautiful Konoha Village Plan, officers fined people for actions including spitting, public displays of affection, wearing masks, reading obscene books in public, and allegedly disrupting village order. 101 102 105 126
