Background

Originally named Shouhon Shihe, he was a Konoha Police Force member who claimed experience robbing bandits during missions and a particular talent for seizing property. Qingcheng recruited him, renamed him Shouhon Yihan, and brought him into his circle. 78

Yihan quickly became Qingcheng’s willing enforcer. During the Hakkaku Clan operation, he listed thirty-eight alleged charges against Hachikaku Hoshi, led confiscation work, and was assigned to secure confessions through interrogation. 87 89 When Qingcheng asked him to take public blame for controversial actions in return for rank, money, and powerful Water Release techniques, Yihan accepted and declared himself a loyal “dog” of the Uchiha Clan. 89

Yihan is most consistently identified by his glasses, which remain part of his image even after his formerly severe nearsightedness is cured.

Personality

Yihan is intensely ambitious, status-conscious, and motivated by wealth. He treats confiscation, fines, and “extra money” as opportunities for advancement, using his authority to extort civilians, merchants, and defeated enemies. 96 101 325

He is also an extreme flatterer of Qingcheng. Yihan closely studies Qingcheng’s expressions, repeatedly calls himself a loyal dog, and pursues the prospective position of Associate Kage as a personal goal. 259 337 529 His loyalty is practical as well as personal: he understands that his authority and survival depend on Qingcheng’s favor. 337

Despite his arrogance toward weaker targets, Yihan can panic when confronted by overwhelming danger or Qingcheng’s displeasure. He deserted during Hiruzen Sarutobi’s Reaper Death Seal, fled from Utakata’s Six-Tails form, and later begged Kakashi for protection when his subordinates angered the Hokage. 156 252 422

Yihan rose through the Police Force by executing Qingcheng’s raids, interrogations, and public-relations schemes. He became Deputy Minister and overall commander of the Beautiful Konoha Village Plan, which used arbitrary fines and property seizures to generate enormous revenue. 89 99 113

He personally enforced the plan against the Sarutobi Clan’s ninja-tool shop and other villagers, invoking the Third Hokage’s signature to justify escalating fines. 98 101 After the operation brought in 13.8 billion Ryo, Yihan helped embezzle money intended for the village by padding collection boxes with newspapers. 113 114

Rise, Corruption, and Reprimands

After Yihan’s subordinates attempted to scam Qingcheng at Ichiraku Ramen, he was held responsible and forced to eat eighteen bowls of ramen as punishment. He retained his position and became even more subservient to Qingcheng afterward. 423 425

Wars Against the Other Villages

Yihan’s overconfidence led him to confront Utakata despite Hyuga Hisaharu’s warning. He survived Six-Tails Saiken’s Tailed Beast Ball only by using his strongest Water Release, though he was left buried in debris and unable to repeat the technique. 251 252
