The Vicious Cycle

After Hashirama Senju established the hidden-village system, the world experienced a short period of peace. Following his death, the villages redirected their priorities toward military power, fearing that economic development would leave them vulnerable to stronger rivals. This competition created an arms race in which villages stockpiled war supplies even while their populations lacked resources. 23

History

Otsutsuki Era

Kaguya Otsutsuki arrived from the Otsutsuki Planet carrying a God Tree, whose fruit grants extraordinary power at the cost of a planet’s life force. After betrayal by the Emperor of the Land of Ancestors, Kaguya consumed the fruit, became the Rabbit Goddess, and created the White Zetsu. 83

Her sons, Hagoromo and Hamura Otsutsuki, opposed her rule. Kaguya transformed into the Ten-Tails and was sealed by them; Hagoromo later divided the Ten-Tails’ chakra into the Nine Tailed Beasts and sealed its husk within the moon. 83

Hidden-Village Era

Hashirama Senju pacified the preceding era of conflict and founded the hidden-village system. The resulting peace was temporary: after his death, rivalry between the major villages escalated into repeated wars. 23

The Third Shinobi World War involved all Five Great Shinobi Villages. Its immediate catalyst was Sasori of the Red Sand’s assassination of the Third Kazekage, which left Sunagakure leaderless and encouraged the Land of Lightning to invade the Land of Wind. 2

Rasa’s Rise and Sunagakure’s Reformation

Rasa’s emergence as Sunagakure’s dominant force changed the world’s balance of power. His victories over major shinobi, jinchūriki, and village forces made Sunagakure a central power in the conflict between the great nations. 157

After reshaping land for a new settlement, Rasa ordered the construction of New Sunagakure. The city was designed around orderly districts, infrastructure, windbreak forests, and internal greenery despite its desert location. 167 184

Sunagakure was subsequently renamed Sunagakure City and declared independent from the Land of Wind’s jurisdiction. 186

Shinobi World Allied Assembly

Rasa convened the leaders of the major powers in Sunagakure City to address the threats posed by Madara Uchiha and the Ten-Tails jinchūriki. He proposed a united representative body that would integrate the region’s military, political, and economic power. 217

Infinite Tsukuyomi

The Infinite Tsukuyomi is presented as a false peace: it traps humanity in illusion before transforming its victims into White Zetsu, ultimately causing humanity’s extinction. 84

Ten-Tails Jinchūriki

The Ten-Tails’ jinchūriki possesses power associated with the Sage of Six Paths and the Rinnegan. Fugaku Uchiha’s attempt to become one causes worldwide unrest and renews fears of the Ten-Tails’ return. 216
