Background
Rasa created Roke Skywalker as an incarnation to investigate the One Piece world while Rasa remained in the Shinobi World. Roke was modeled after a young Jedi, with a Lightsaber already available for his use. He inherited Rasa's pirate-related memories and a broad selection of abilities, and was considered the incarnation closest to Rasa in both power and personality. 235 237
Although Roke shares Rasa's will and divinity, he possesses an independent consciousness. He deliberately chose the name “Roke Skywalker” because he and Rasa share the same sense of humor. 237 286
Upon arriving in the One Piece world, Roke became the Marines' Political Commissar. Personality

He is highly pragmatic about ideology. Roke sees Ace's recruitment as more than saving one person: Ace becoming a Marine would serve as a public symbol that pirates can change and that heroism can be actively cultivated. 243 252
Despite presenting himself as a benevolent reformer, Roke is manipulative and willing to use intimidation, coercion, or harsh punishment to achieve his goals.
