Lin Chen could ensure that no enemies would come looking for them over the next five years, but he couldn't easily guarantee the Saiyans wouldn't cause trouble among themselves. So he needed someone to take charge during that time.
The former king, King Vegeta, and the elite warrior Bardock were the two people Lin Chen thought best suited for the job.
King Vegeta had the people's support, while Bardock possessed the calm judgment the Saiyans lacked, along with a little humanity and the foresight he'd gained from the Kanassans.
