This was his first close encounter with two Hokage. Hiruzen Sarutobi's little beard had not yet turned white. Having served as the Third Hokage for many years, he looked kindly, but his tone carried unmistakable authority.
As for Minato Namikaze, he was a warm person. Though he was nominally the Fourth Hokage, decisions were actually made jointly by him and the Hokage Assistant.
After discussing it for a few moments without reaching a conclusion, they remembered that Uchiha Qingfeng was still standing beside them.
