Great Nations and ninja villages
Before unification, power was centered on the Five Great Nations and their shinobi villages. Each nation was led politically by a Daimyo, while a Kage commanded its ninja forces. Daimyo funded the villages, and even a village's succession of Kage formally required Daimyo approval. 856
The major villages accumulated generations of grievances through assassinations, ambushes, wars, and clashes over Tailed Beasts. These unresolved conflicts made voluntary unity difficult. 854
