- The gang and the Yamen jointly maintained a fragile, coercive order. Its members could intimidate government runners openly, while ordinary residents were caught between the two powers 5 40.
- Its reputation alone deterred most petty criminals and allowed its street-level operatives to control brothels, businesses, and local residents 8 40.
- The gang used public displays of violence to assert territorial dominance, including placing Chief Constable Liu Zhen's corpse on Four Directions Street 47.

History
The Blackwater Gang rose during Blackwater City's long isolation. With the Yamen severed from the imperial court, the gang expanded into a city-wide power structure supported by wealth gathered by the Foxes, coercion supplied by the Wolves, White Tiger Hall's cultivation efforts, and the Dragon Hall's Foundation Establishment leadership 36.
Lin Shu first entered the organization after killing Liu the Third and the Ma brothers. Yan Jin and Bai Feng judged him valuable enough to recruit as a Lord Fox, assigning him control of Green Willow Alley and the Magpie Nest 6. He later killed Tian Jingyuan, took Four Directions Street, and joined Fierce Wolf Hall as a Young Wolf 35 36.
The gang's internal stability began collapsing after Lin Shu destroyed Cunning Fox Hall's core forces at Ancient Pine Ridge. The operation killed forty-two Foxes and thugs as well as four Fierce Wolves, effectively wiping out the hall's central membership and depriving the gang of its intelligence network 57 58 66.
Lin Shu subsequently killed Xia Mingtang of White Tiger Hall after the latter confronted him over the gang's pill-refining operation 62 64. The remaining Dragon Hall leadership split over how to respond to pressure from the Yamen and Lin Shu's rise, with Cheng Yi attempting to install Lin Shu as Gang Leader for his own purposes 66 67 68.
Mountain-Crushing Dragon was killed by Lin Shu and Gu Nanzhi, while Sea-Covering Dragon and River-Crossing Dragon were later slain during the struggle for the Ink Flood Dragon Sword Bracelet 71 74. When the remaining Tigers and Fierce Wolves confronted Lin Shu, the revelation of all three leaders' deaths forced them to submit to him as the new Gang Leader 77.
That submission did not preserve the organization. Lin Shu eliminated the Tigers and Fierce Wolves who moved against him, and the gang's surviving remnants scattered. With its enforcers gone, its criminal operations collapsed and the Yamen began a broad reckoning of its crimes; by the time the Blackwater River's curse was lifted, no Fierce Wolves or White Tigers remained in Blackwater City 79 80.
Although Lin Shu's control of the gang was brief, Chang Yi later identified him to the Demon-Slaying Division as Blackwater City's former gang leader 114.
