Background
While vacationing in the East Blue, Garp was ordered by Fleet Admiral Sengoku to pursue Xia Ye after the pirate's whereabouts reached Marine Headquarters. Garp delayed the assignment enough that Xia Ye had already left Cocoyasi Village by the time he arrived. After learning of Xia Ye's destruction of the Arlong Pirates and Colonel Mouse's branch, he chose to intercept him at Loguetown instead. 20 28
At Loguetown, Garp stopped Xia Ye from taking Smoker's Smoke-Smoke Fruit and personally challenged him. He held no personal hatred toward Xia Ye for betraying the World Government, as Garp himself despised the Celestial Dragons; his pursuit was largely due to Sengoku's orders. 33
