Background
As the spiritual energy of heaven and earth recovers and anomalous incidents multiply, the Bureau faces a shortage of personnel and actively recruits experts from cultivation sects and independent backgrounds. Established sects such as Emei, Qingcheng, Wudang, Longhu Mountain, Laoshan, and Maoshan already have institutional ties to the state through land, funding, policies, and meeting quotas. 87
