Background / History

Konoha is the setting of the Nine-Tails' attack during which Minato Namikaze and Kushina Uzumaki die. In its aftermath, the Third Hokage orders the surviving children, Uchiha Ling and Naruto Uzumaki, placed in the village orphanage under increased Anbu guard. Ling is identified as an Uchiha orphan and a vessel for half of the Nine-Tails' chakra, making him a source of both concern and surveillance for the village leadership 1 2.

The village's leadership is divided over Ling and the people gathering around him. While Hiruzen provides Ling and Naruto with a separate courtyard and later allows Ling to attend the Ninja Academy as a special student, Danzo and Root investigate Ling's activities, Kimimaro's presence, and the disappearance of Uchiha clansmen after the massacre 4 5 7 16 18.

During the Uchiha massacre, Konoha publicly accepts the explanation that Itachi and Anbu suppressed a coup led by Fugaku and the radical faction. In reality, Ling's group covertly evacuates non-combatant Uchiha survivors from the clan district; they are officially treated as missing or dead 15 16.

Political Situation

Leadership conflict

After Hiruzen's death during the Konoha Crush, a power vacuum intensifies the conflict between Danzo, Jiraiya, the village advisors, and Ling's emerging faction, Dawn Wind 37 41.

• Hiruzen Sarutobi — Protects Ling and Naruto after the Nine-Tails attack, but also places them under Anbu observation and incorporates Ling into the Academy system 2 4 18.
• Shimura Danzo and Root — Regard Ling, Naruto, Uchiha survivors, and Dawn Wind as potential threats or assets to control; Root attempts to abduct Naruto during the invasion 16 36 38.
• Jiraiya — Opposes Danzo's attempt to seize Gaara and supports Ling's effort to give Dawn Wind an official role within Konoha 37 39.

Dawn Wind's status

Ling proposes that Dawn Wind become a Hokage-directed special operations unit independent of Anbu and Root. The proposal is initially delayed, but the organization later receives semi-public recognition through affiliation with Konoha's reconstruction department. Its stated duties include reconnaissance in dangerous areas and clearing remaining enemy forces 39 40.

Danzo continues to undermine the organization through political obstruction and rumors that portray Ling as suspicious and Dawn Wind's members as untrustworthy “bloodline monsters” or rogue ninja 40 41.
