History

Nine-Tails Incident

On October 10 of Konoha Year 48, the Nine-Tails attacked the village. Uchiha Gen used Susanoo to restrain it before another Tailed Beast Bomb could be fired; less than half an hour elapsed from the beast's appearance to its subdual. The destruction was limited, though at least one hundred people died. Konoha's clans and Anbu subsequently organized civilian evacuation and defense operations. 3 6

During the attack, Gen publicly identified the masked attacker as Uchiha Obito, exposing both Obito's survival and his apparent involvement in controlling the Nine-Tails. 3

The incident was followed by rapid diplomacy with Sunagakure. Namikaze Minato personally opened negotiations on October 11, and the two villages concluded an alliance on October 12. Konoha agreed to provide Sunagakure with supplies and conditional strategic support. 6

Uchiha Tensions

The Uchiha Police Force was historically administered by the Uchiha clan under an agreement dating to the Second Hokage. This arrangement, combined with Gen's public standing after the Nine-Tails Incident, gave the clan considerable room to resist Hokage directives. 7

Konoha's senior leadership—including Hiruzen Sarutobi, Danzō Shimura, Mitokado Homura, and Utatane Koharu—viewed Gen's concealed strength and defiance as a major threat. Their conflict became open when Gen refused to explain his power or accept the elders' authority. 10

The leadership later monitored Gen's associates after Kurenai Yūhi began studying eye-transplant surgery. Hiruzen concluded that Gen's Mangekyō Sharingan was failing and prepared an assassination plan against him. 110

Uchiha Fugaku eventually announced Gen's expulsion from the Uchiha clan to placate Konoha's elders, while still protecting him politically. 124

Although Uchiha Gen remained closely tied to Konoha, he was no longer officially recognized as a Konoha ninja after becoming the Daimyō of the Land of Snow. Konoha nevertheless continued to rely on his power and political cooperation in major crises. 195 279

• Sunagakure — Allied with Konoha immediately after the Nine-Tails Incident. Sunagakure later sent Gaara, its One-Tail Jinchūriki, to Konoha for protection from Akatsuki. 6 218

Sarutobi Clan Crisis

Uchiha Gen revived Hiruzen Sarutobi through Impure World Reincarnation. Orochimaru then controlled the reanimated Third Hokage and forced him to attack the Sarutobi clan, leaving Konoha's clans and Uchiha Police Force struggling to restrain him. 189 190 195

The crisis exposed the village's internal divisions and preceded Tsunade's return as Fifth Hokage. 198

Kumogakure Kidnapping Incident

During peace talks, Kumogakure dispatched Sarui to abduct Hyūga Hinata and obtain the Byakugan. Gen intercepted him, used the Rasengan to stop the operation, and personally protected Hinata. 200 201

The failed kidnapping further damaged Konoha-Kumogakure relations and demonstrated that Konoha's internal power structure had become difficult for foreign villages to challenge directly. 201 202

Akatsuki Threat

Akatsuki's attacks on Jinchūriki led Sunagakure to place Gaara under Konoha's protection. Tsunade also received intelligence identifying Nagato, Jiraiya's former student, as Akatsuki's leader. 218

At the Five Kage Summit, Konoha declined to join Sunagakure, Kumogakure, and Iwagakure in their proposed campaign against Akatsuki, prioritizing the security of the Nine-Tails and its own interests. 242

Anti-Konoha War

The Lands of Wind, Earth, Lightning, and Rain prepared a coordinated invasion of Konoha, believing that combined force could overcome the village's historic military strength. 274 276 279

The alliance collapsed when Nagato attacked the Fourth Raikage and revealed his alignment with Konoha. Rasa then turned against Ōnoki, while Konoha's Fire-Rain Allied Army forced the remaining forces into retreat. 282

Uchiha Fugaku subsequently surrounded Iwagakure's elite forces alongside Mangekyō users and Nagato. Kumogakure and Iwagakure surrendered after learning that Hidden Snow Village had taken their rear bases. 283

Postwar Order

Konoha initially announced that it and Hidden Snow Village would establish a Ninja World Peace Association, station forces in other nations' capitals and villages, and require those nations to fund the deployments. 283

The leadership later rejected full unification of the Ninja World, judging that suppressing rebellions and governing every region would leave them unprepared for a possible Ōtsutsuki invasion. Konoha instead maintained control through the Uchiha clan, the Kaguya Corps, and allied forces while the Underground Exchange was eliminated. 284
