History
Konoha was established in the transition from the Warring States period to the era of shinobi villages. The Uchiha, Senju, Sarutobi, Shimura, Hyuga, other ninja clans, and later civilian settlers jointly formed the village system. 423
By Year 44, Konoha was already home to major clan districts, including the Uchiha compound surrounding Naka Shrine. The Uchiha treated Kiyoshi's discovery outside the village as a potential bloodline and security issue, but Fugaku accepted him into the clan and arranged his enrollment in the Ninja Academy. 1
During the Third Shinobi World War, Konoha maintained a nominal alliance with Sunagakure while both sides conducted covert interference against one another. 77 The village later strengthened its alliance negotiations with Sunagakure through Tsunade's diplomatic mission. 134
Following the Battle of Kannabi Bridge, Konoha publicly celebrated its returning shinobi as heroes and used their actions to promote the Will of Fire among Ninja Academy students. 217 Kiyoshi's growing prominence also made him a designated intermediary between the Uchiha Clan and the village leadership during a period of distrust. 158
Kiyoshi was first announced as acting Hokage, then formally inaugurated as Konoha's Fourth Hokage. His ascension ended the Uchiha Clan's long-standing political marginalization and elevated the clan's standing throughout the village. 347 392

Governance
Konoha was formerly governed through the Hokage alongside a system of advisors, including Shimura Danzo, Utatane Koharu, and Mitokado Homura. 461
After becoming Hokage, Kiyoshi centralized authority by abolishing the Hokage Advisor system and transferring decision-making power to the Hokage and directly subordinate departments. 461 He retained Root under Minato Namikaze, redefining its purpose as external intelligence gathering and special operations. 461
Reforms under Kiyoshi
- Established the Medical Department, led by Rin Nohara. 461
- Established the Research Department and Resource Department to expand Konoha's medical, technological, and material capabilities. 461
- Increased support for medical research, grassroots medical facilities, and chakra-metal mining. 550
- Appointed Samui as Hokage Advisor for diplomacy and intelligence integration. 550
- Appointed Mikoto Uchiha as Hokage Secretary to coordinate daily affairs. 550

Military
Konoha's military strength is built around its clan shinobi, Anbu, Root, and specialized forces. The Uchiha Clan is one of the village's major combat forces and controls the Konoha Military Police Force. 1 347
- Anbu — Operates as the Hokage's direct force and carries out sensitive missions. 249
- Root — Retained under Minato Namikaze for foreign intelligence and special operations after Kiyoshi's reforms. 461
- Uchiha Military Police Force — Administered by the Uchiha Clan and responsible for internal policing. 347
- Chakra Armor — Konoha developed advanced Chakra Armor with defensive, chakra-enhancing, and mobility functions superior to models sold abroad. 462
- Final war mobilization — Konoha assembled roughly fifty thousand shinobi, including major clan forces and curse-marked fighters, against an invading force exceeding one million. 565
- Battlefield containment — Kiyoshi created an enormous barrier to confine the final decisive battle at the Land of Fire's border. 565
Diplomacy
- Sunagakure — Konoha maintained a difficult alliance with the Hidden Sand Village, later strengthening it through formal negotiations and mutual military support. 77 134 306

- Kumogakure — Relations deteriorated into open war after the Fourth Raikage's invasion of the Land of Iron and declaration of war against the Land of Fire. 560
- Land of Fire — Konoha's relationship with the Daimyo became increasingly unequal under Kiyoshi, who ultimately announced plans to abolish the Daimyo's office. 544
Role in the Final Decisive Battle
Konoha became the target of a coalition led by the Fourth Raikage and Obito Uchiha, supported by other nations, Akatsuki, reanimated Kage, and a White Zetsu army numbering over one million. 565
Despite being heavily outnumbered, Konoha's forces held the Land of Fire border through coordinated clan techniques, defensive barriers, and Kiyoshi's leadership. 565 Kiyoshi ultimately defeated Obito, sealed the remaining White Zetsu and Allied Forces with Chibaku Tensei, stopped the Chakra Cannon with his Rinnegan, and declared his intention to unify the Five Great Nations under a single shinobi empire. 568
