Background / History
Colin was born in Scarborough, a town in the latter half of the Grand Line. When he was two, pirates attacked the town; he survived by hiding in a basement, only to find his parents dead when the Marines rescued him. The World Government subsequently sent him to Tower Forest Island. 20
Driven by hatred for the pirates responsible, Colin trained obsessively, joined P9 at age eleven, and began undertaking missions. He eventually learned that Scarborough had been attacked by the BIG· Pirates because the town had failed to provide sufficiently good food. As Charlotte Linlin and her crew grew ever stronger, Colin concluded that personal revenge was beyond his reach. 20
He withdrew from frontline work and became an instructor at Tower Forest Island. For years, he hoped to find a student worthy of being taught everything he knew; Reg's extreme diligence reminded Colin of his younger self and led him to take a special interest in him. 11 20
After Reg survived the Ninth Tower trial, Colin fulfilled his promise to personally guide him. He resigned his instructor position to focus on Reg's development and created the elective course known as Hell Training. 10 11 13
Reg's faked death and subsequent disappearance left Colin devastated, but their reunion on Long Ring Long Land allowed him to learn the truth of Reg's adventures. By then, Colin had awakened Armament Haki and eaten the Sand-Sand Fruit; he chose to leave his remaining Tower Forest Island duties behind and assist Reg directly. 35 133
As the Kingdom of Zh grew, Colin became its Prime Minister and took responsibility for its administration, diplomacy, intelligence network, military preparations, and covert dealings. Though the office limited his personal training time, he accepted the burden because it gave him the means to prepare for a future war against the Big Mom Pirates. 225 269 277
Colin eventually confronted Charlotte Linlin during the war against the Big Mom Pirates. After pursuing vengeance for most of his life, he killed her in the Calm Belt and buried her body in a sand coffin. The fulfillment of his revenge left him with emptiness and regret rather than the warmth and closure he had imagined. 626 627 656
Appearance
Colin is a thin-faced man who typically wears a black suit and coat. 2 4
- Dresses formally even while working around Tower Forest Island. 2 21
- Adjusts his tie and carries himself with deliberate composure after combat. 21
- Later wears glasses while handling his duties as the Kingdom of Zh's Prime Minister. 269
- Removes his glasses and stores them carefully before serious combat. 577
Personality
Colin is demanding, perceptive, and deeply invested in the growth of those he considers worthy. He recognizes Reg's effort and potential early, offers him information and opportunities unavailable to ordinary trainees, and later treats him as a son. 3 4 23
His teaching is severe rather than gentle. Colin believes growth requires confronting pain, exhaustion, combat, and survival directly; his Hell Training repeatedly forces Reg, Jabra, and Kumadori to attack him under threat of escalating punishment. 13 14
Despite his history as a killer and his association with P9's “Dark Justice,” Colin does not want Reg to become an empty instrument of the organization. He specifically warns Reg not to lose himself during missions. 16 20 23
Colin does not uphold indiscriminate violence against civilians. Having personally experienced the helplessness of a town slaughtered by pirates, he refuses civilian-elimination work unless it is a direct order and regards the suffering of ordinary people with particular seriousness. 150
As Prime Minister, Colin is pragmatic, disciplined, and uncompromising in negotiations. He is willing to make covert deals and use ruthless methods against enemies, but he rejects human trafficking and seeks to minimize unnecessary harm to civilians. 269 270 299
Reg's presumed death affects Colin profoundly. He drinks heavily in Water Seven and violently drives away others, yet continues to believe that Reg may have survived because of his promise to do so. 35
Although his hatred of Big Mom repeatedly threatens to consume him, Colin gradually learns restraint. He refrains from acting before the right opportunity, treats Katakuri with measured respect as a prisoner, and waits until he and Reg can face Charlotte Linlin together. 267 299 606

Instruction and Training Design
Colin is an expert teacher of physical conditioning, combat fundamentals, meditation-based body control, and the Six Powers. 11 12 21
- Explains the division between leg-based Six Powers—Shave, Tempest Kick, and Moon Walk—and meditation-related techniques—Finger Pistol, Iron Body, and Paper Art. 12
- Designed Hell Training around repeated combat, wilderness survival, scouting, hunting, and coordinated attacks. 13
- Arranged for Kumadori to teach Reg meditation and Life Return-related methods when Mountain Hag declined. 13
- Trained Reg through direct demonstrations, controlled sparring, and increasingly dangerous physical exercises, including cliff-jumping practice for Moon Walk. 14 21 22
- Continued to advise Reg on Haki, combat experience, restraint, and the responsibilities that accompanied power even after Reg became King. 133 216 357

- Negotiates from a position of strength, including setting strict limits and payment terms for the Kingdom's covert Waver-warship trade with New World pirates. 269 270
- Maintains informants within hostile territory, including Fitch within the Big Mom Pirates' sphere of influence. 267
- Conducts covert reconnaissance personally when necessary, including infiltrating Germa facilities and Punk Hazard. 573 574
- Can extract intelligence through intimidation and torture, as demonstrated during his interrogation of Vander Decken IX. 299
Relationships
- Reg — Student and surrogate son figure. Colin mentors Reg personally, shares his past with him, and supports his decision to take the P9 member assessment despite fearing for his safety.
