Background / History
Tsuru dreamed of joining the Marines from childhood and entered the service with strong ideals. After putting on the uniform, she encountered the weight of the World Nobles’ authority and began compromising those ideals to endure within the institution. 675
As Vice Admiral, she led the Marine pursuit of Donquixote Doflamingo at Water Seven. She refused to sacrifice civilians merely to secure Doflamingo’s capture during Aqua Laguna, allowing him to escape rather than endanger lives. 106 112
Tsuru later investigated Reg Gray, recognizing that the mysterious “Thunder God” was the supposedly deceased former P Organization member Reg. Despite viewing him as a potentially dangerous figure, she maintained direct contact with him, debated justice and power with him, and assisted him in handling the truth of his identity with Gion. 220 221 231 232
Her experiences with corruption in North Blue, the treatment of escaped slaves, and the World Government’s actions increasingly strained her loyalty to Marine orders. She launched purges against corrupt North Blue branches and came to believe that rules should be bent for humanity rather than profit. 423 427
During the final crisis, Tsuru left her post after realizing the higher-ups had begun treating people close to her as expendable tools. She later resolved to reclaim the ideals that had first led her to join the Marines. 592 662 675
Personality
Tsuru is calm, incisive, and difficult to deceive. She quickly reconstructs hidden connections from limited information, as shown when she deduced Reg’s identity and inferred his political aims from scattered clues. 231 232
She is also compassionate beneath her strict professionalism. She treats Gion as a younger sister, prioritizes civilians during operations, and sympathizes with officers forced into morally compromising orders. 106 112 427
Tsuru’s justice is pragmatic but not indifferent. She does not endorse reckless disobedience, yet rejects rules enforced solely for profit or convenience; she believes the people enforcing military law must remain human. 423 427

Relationships
