Zeff was once a great pirate who sailed the Grand Line and made a formidable name for himself before becoming Baratie's captain and head chef. His past experience gives him a notably broader understanding of the sea and unusual powers than the restaurant's other chefs. 10 12 13

When Gato arrived at Baratie seeking to trade labor for food and passage to a supply point, Zeff recognized that he possessed more than ordinary physical strength. He assigned Gato to heavy work, including hauling a fish-filled net, while arranging food for him. 9 10

After Gato captured the Lord of the Coast, Zeff immediately saw the Sea King as an exceptional ingredient. He directed Baratie's crew to haul it aboard, agreed to cook it, and organized a high-profile banquet around the creature. 13 14
