Appearance
Garp is recognizable by his signature dog-head hat. He is often seen casually eating rice crackers or picking his nose, even during Marine Headquarters briefings. 17 33 35
- Wears a dog-head hat. 35 36
- Frequently eats rice crackers. 17
- Has a notably carefree manner outside combat. 17 33
Personality
Garp is laid-back, irreverent, and frequently frustrates Sengoku with his lack of formality. He laughs at Sengoku's miscalculation regarding Gato and initially treats the assignment as an opportunity to visit East Blue and see his grandson. 17 33
Despite this casual attitude, he becomes serious after learning that Gato massacred the Arlong Pirates. He is troubled by Gato's brutality and hopes Tsuru can reform him. 35 During the pursuit at Reverse Mountain, he prioritizes the safety of his incapacitated Marines over continuing the capture, allowing Gato an opening to escape. 37
Garp is deeply committed to protecting Marine lives and civilians, even when doing so conflicts with an immediate military objective. During the Summit War, he urges both the Marines and Whitebeard Pirates to cooperate against Gato's Nine Lava Rivers rather than focus on pursuing Gato. 223
His sense of duty is tempered by powerful family attachments. After believing Dragon was about to be executed, Garp is shaken by the prospect of losing his son; this experience leaves him unable to accept the possibility of Ace's death. He subsequently restrains himself against Ace during the Summit War and leaves the battlefield after allowing his grandson to strike him. 209 213 214
Abilities & Skills
Exceptional Physical Strength
Garp is described as the Marines' trump card and a fighter without notable combat weaknesses. Sengoku considers him the only suitable Marine to capture Gato while holding back. 32 33
- Can throw cannonballs several kilometers through hurricane-force winds. 36 37
- His long-range attacks severely injure Gato, who can only barely defend against them. 37 38
- Is considered stronger than Logia Admirals and does not share a Devil Fruit user's vulnerability to seawater or Seastone. 33
- Can shatter Gato's enormous Lava Prison with a single punch and continue fighting after being covered in lava. 205
- Defeats a Gato clone possessing eighty percent of Gato's chakra in only a few exchanges, despite the clone's enhanced Roaring Thunder Armor. 205 206
- His physical strength is sufficient to withstand the Knock Up Stream's impact, though he cannot use Geppo to pursue a ship carried upward by it. 57
Armament Haki
Garp coats cannonballs in Armament Haki before throwing them at Gato's ship. 36
- The Haki-infused cannonball tears a large hole in Gato's ship's hull. 36
- Gato identifies the attack as demonstrating Armament Haki Hardening. 37
- Garp deliberately targets the ship rather than Gato directly, intending to capture him alive. 36
- Uses Armament Haki in combat during the Summit War, though he deliberately limits his strength against Ace. 213
Observation Haki
Garp uses Observation Haki to foresee Gato's Storm Release laser attack at the Sabaody Archipelago. 205
- He adjusts his punch to intercept the laser with the strongest part of his body. 205
- Even so, the concentrated attack burns a small bloody hole into his fist. 205
Rokushiki Mastery
Garp is capable of using advanced Marine physical techniques to traverse the air and overcome environmental obstacles. 56
- Uses Geppo to fly from Jaya toward the Emperor Cloud in pursuit of Gato. 56
- Employs Life Return to continue moving through Gato's hurricane-force Divine Wind Control. 56
- Uses Shave to instantly close the distance on Gato's clone at the Sabaody Archipelago. 205
Fist Meteor
Garp's Fist Meteor is an exceptionally powerful thrown projectile attack. 56 57
- Throws a cannonball toward Gato's ship while pursuing him near the Knock Up Stream. 57
- The attack remains dangerous even after Gato slows it with repeated Divine Void Strike fist shadows. 57
Marine Leadership
Garp commands a Marine warship during the interception at Reverse Mountain and responds to intelligence regarding Gato's movements. 35 36
- Orders an immediate full-speed interception upon learning Gato is heading for Reverse Mountain. 35
- Receives reports from subordinates and adjusts his actions according to his crew's condition. 35 37
- Ends the pursuit when Gato's genjutsu incapacitates half of the ship's Marines and leaves the vessel uncontrollable. 37
- Personally investigates Gato's route on Jaya and pursues him alone after determining that Gato intends to reach Sky Island. 56
- During the Summit War, advocates a temporary alliance with the Whitebeard Pirates to neutralize Nine Lava Rivers and save those endangered by the attack. 223
Relationships
- Sengoku — Longtime friend and fellow Marine leader; Sengoku regularly rebukes Garp's carefree behavior but relies on him for critical missions. 17 32 33 42 Sengoku later regrets deploying Garp against Ace, recognizing that the conflict between duty and family has damaged Garp's reputation and resolve. 214
- Gato — Assigned to capture him alive after Gato defeats Rear Admiral Drake; their first confrontation ends with Gato escaping through Reverse Mountain. 32 33 36 37 Garp later intercepts Gato near the Knock Up Stream and confronts one of Gato's clones at the Sabaody Archipelago, but Gato continues to evade capture. 56 57 204 205 206
- Tsuru — Garp hopes her abilities can “wash away” Gato's evil thoughts if he is captured. 35 Alongside Sengoku, Tsuru shares a parental attachment to Dragon, who was raised under the three Marines' care. 201
- Luffy — Garp plans to visit his grandson while traveling to East Blue. 33
- Ace — Garp's grandson. His affection for Ace conflicts with his Marine duty during the Summit War; Garp holds back against him, allowing Ace to strike him and withdraw from the battle. 213 214
- Dragon — Garp is emotionally devastated by the apparent execution of Dragon, only feeling relief after Gato's clone is exposed as an impostor. 209 214
- Crocodile — Garp recognizes Crocodile when he aids Gato's escape toward Sky Island and attempts to persuade him to surrender, but Crocodile refuses. 56
- Whitebeard — Although they are longtime opposing legends, Garp temporarily coordinates with Whitebeard against Gato's Nine Lava Rivers during the Summit War. 213 223
Story Role / Major Arcs
Marine Headquarters Response
Garp first appears at Marine Headquarters while Sengoku discusses the threat posed by Gato's Tailed Beast Fruit. Rather than taking the report seriously, Garp laughs and continues eating rice crackers until Sengoku orders him to monitor the situation in East Blue. 17
After Drake is defeated, Sengoku personally assigns Garp to capture Gato alive. The Marines issue Gato a 200 million Beli bounty to discourage lower-ranking East Blue Marines from engaging him directly before Garp arrives. 32 33
Pursuit to Reverse Mountain
After receiving reports of the Arlong Pirates' destruction and Gato's intended route, Garp orders his warship to intercept him before he can reach Reverse Mountain. He worries that Gato's methods are excessively bloodthirsty, even though Gato's victims were pirates. 35
Garp catches Gato while he is resting near Reverse Mountain and begins bombarding his ship with Haki-infused cannonballs. Gato is forced into a desperate defense and recognizes the overwhelming gap between them. 36 37
Failed Capture
Gato uses Tsukuyomi False Life to incapacitate half of Garp's crew. With the ship rendered difficult to control, Garp withdraws to protect his subordinates, while Gato crashes into Reverse Mountain and ultimately survives the crossing. 37 38
Garp later reports that Gato cannot be stopped without the resolve to kill him. Sengoku accepts this assessment and changes Marine Headquarters' future policy from attempted recruitment to a fight to the death. 42
Sky Island Interception
Garp tracks Gato to Jaya Island, where Kurik directs him toward the Emperor Cloud. Realizing that Gato intends to use the Knock Up Stream to reach Sky Island, Garp uses Geppo to pursue him alone. 56
Gato and Crocodile obstruct his advance with Divine Wind Control and a Haki-infused sandstorm. Garp breaks through the hurricane using Life Return and launches Fist Meteor, but Gato diverts the attack long enough for the Knock Up Stream to carry his ship into the sky. 56 57
Sabaody Archipelago Pursuit
After Gato attacks Enies Lobby, Garp initially intends to pursue him because several Marines stationed there are his students. Sengoku later recalls him from the Sabaody Archipelago, where Garp had been stationed to block Gato's route into the New World. 151
When Gato kills a Celestial Dragon at Sabaody, Sengoku dispatches Garp alongside Admiral Kizaru. Garp finds Gato waiting for him and attempts to arrest him with Seastone handcuffs. 204
Garp quickly overwhelms Gato in their clash, breaking through Lava Prison and knocking his opponent unconscious with a punch. However, the defeated opponent is revealed to have been a clone; it disperses into gas and escapes before Garp can confirm the deception. 205 206
Summit War
Garp participates in the war against the Whitebeard Pirates, but his family connection to Ace prevents him from fighting at full strength. He deliberately allows himself to be sent toward Ace during his exchange with Diamond Jozu, then pulls his punch against Ace and permits his grandson to knock him away. 213 214
Gato's intervention with his clone legion and Nine Lava Rivers forces the Marines and Whitebeard Pirates into a temporary alliance. Garp steps forward to urge cooperation against the lava rather than continuing to pursue Gato, helping bring the conflict to an abrupt end. 218 219 223

“You're really arrogant, you little brat. Taste my cannonball of justice.” 36
“You're under arrest, Gato. Spend your next life in Impel Down!” 204
“Our goal is to deal with this lava. It doesn't matter whether Gato is here or not. If all of us join forces, this lava is nothing.” 223
Trivia
- Garp's first pursuit of Gato fails not because Garp is defeated in direct combat, but because Garp chooses his crew's safety over continuing the chase. 37
- Gato later describes surviving Garp's long-range assault and reaching Reverse Mountain as proof that he can face the world's strongest fighters. 39 49
- Garp believes he has escaped another direct clash with Gato at the Sabaody Archipelago, unaware that the opponent he defeated was a clone. 205 206
- Garp's reaction to Dragon's apparent execution and his inability to fight Ace seriously both expose the conflict between his Marine duty and his family. 209 213 214
