History
Founding and early development
Konoha was created when the Senju and Uchiha clans ended their historic conflict and united to establish a ninja village. Madara Uchiha gave the village its name, but the clans that joined the new settlement backed Hashirama Senju as Hokage, leaving Madara politically isolated. 201 331
After Hashirama's death, Tobirama Senju expanded Konoha's institutions. He established the Anbu under direct Hokage command, founded the Ninja Academy, and placed the Uchiha in the Konoha Military Police Force—a position presented as trust but also used to monitor the clan. 199 331
The Uchiha gained substantial influence through their service in the Second Great Ninja War, forcing the newly appointed Hiruzen Sarutobi to consider their position in village affairs. 331 333
Hiruzen Sarutobi's administration
Under Hiruzen, Chiyu's Uchiha-Senju parents were declared rogue ninja after fleeing Konoha to avoid the Uchiha clan's demand that Chiyu's pregnant mother abort him. After his father died and his mother returned him to the village, Konoha allowed Chiyu to remain but placed him in a dilapidated shack after the Uchiha refused to recognize him. 1 201
Konoha also brought Kushina Uzumaki into the village to become the next Nine-Tails jinchuriki. Hiruzen sought to bind her to Konoha by placing her near Minato Namikaze, a civilian-born ninja aligned with the Hokage faction. 8
As the Third Great Ninja War approached, Konoha faced the prospect of simultaneous attacks by Kumogakure, Iwagakure, Kirigakure, and Sunagakure. Hiruzen accepted Orochimaru's strategy of keeping the conflicts localized rather than fighting a full-scale four-front war. 46
Fourth Hokage and the Nine-Tails aftermath
Minato Namikaze succeeded Hiruzen as the Fourth Hokage following the Third Great Ninja War. 193
During the Nine-Tails Attack, the Nine-Tails was divided between two jinchuriki rather than sealed wholly into Naruto: Miyuki Uzumaki received the beast itself, while Naruto received the other half of its chakra. Minato fell unconscious afterward, and Hiruzen later returned as a transitional Hokage while a permanent successor was considered. 264 269
Uchiha crisis and Chiyu's defection
Minato established the Konoha Defense Force to counterbalance the Uchiha's influence. Chiyu was appointed its leader and Shisui Uchiha its deputy; the department was tasked with drafting village regulations and apprehending ninja showing criminal tendencies. 208
After Minato's incapacitation, Hiruzen and Danzo intensified pressure on the Uchiha. The clan was relocated to Konoha's outskirts, placed under surveillance, and increasingly isolated from the rest of the village. 284 347
Chiyu, Obito Uchiha, and Itachi Uchiha subsequently carried out the Uchiha massacre. Chiyu and Obito removed Sharingan from the dead, while Chiyu told surviving Uchiha that Konoha's higher-ups had ordered the extermination of the coup members. 353 359
