Too many people was not the problem; too few people was. If he wanted to gain a foothold in this world, Dole would need to employ a few methods.
As he entered the city and took only a cursory look around, Dole set the main tone for himself: lie low for now, use Dream Seeds to obtain sufficient information, then decide on his next plan.
He had originally thought laws were everywhere here, but unexpectedly, they were scarce commodities too, possessed only by major powers. He would have to find a way to enter a large organization.
Unwounded Province had two major systems: divine authority and imperial authority. Divine authority was certainly out of the question, so he could only join imperial authority—but imperial authority was not something one could enter simply by wanting to.
He was completely at a loss.
