Although Slughorn did not quite understand why Silvan wanted an antidote to Veritaserum, he agreed nonetheless.
If Silvan had wanted Veritaserum itself, that would definitely have been impossible. Not only were the ingredients for the potion expensive and the brewing process complicated, it was also a Class C potion whose trade was strictly prohibited by the Ministry of Magic. The antidote to Veritaserum was placed in the most conspicuous spot in the pouch, where he could retrieve it simply by reaching inside.
