Background / History
Leadership and the Uchiha
Hiruzen is a highly experienced Konoha leader who regards the Uchiha as both an essential military asset and a potential political threat. He opposes Danzo’s openly extreme anti-Uchiha approach, but still seeks to bring the clan completely under his control rather than grant it genuine independence 7 17.
After Uchiha Yan became Tsunade’s disciple—and therefore Hiruzen’s grand-disciple—Hiruzen planned to use him as a bridge between Konoha and the Uchiha. He even considered helping Yan become clan head so the entire clan could be influenced through him 17. Hiruzen repeatedly tried to cultivate Yan through conversations about the Will of Fire, academy attendance, political favors, and military opportunities 18 42 54.
Hiruzen underestimated Yan’s intelligence and concealed strength. Although he believed Yan could become a useful weapon against the Uchiha, Yan secretly manipulated information, resisted Hiruzen’s influence, and eventually became one of the greatest threats to his authority 103 144 173.
His attempts to divide the clan extended beyond Yan. After learning that Fugaku had awakened the Mangekyō Sharingan and possessed a time-related recovery ability, Hiruzen abandoned the idea of using Fugaku simply to balance rival Uchiha factions. He instead regarded the clan’s increasing strength as grounds for eventual suppression, postponed until after the war 208.
Following Tianrong’s death and Fugaku’s defection, Hiruzen agreed to strengthen Uchiha Yanshui as a disruptive influence against Yan’s family, while admitting that Yanshui could not truly rival them. He also identified the Ninja Academy as a means of influencing younger Uchiha and personally undertook that effort. Konoha issued a 100-million bounty for Fugaku alongside the clan’s separate bounty 238 239.
Despite these intentions, Hiruzen opposed stripping the Uchiha of their military achievements or removing Yan’s temporary deputy-command position. He warned that the united clan could withdraw from the war or confront the administration, and that erasing its achievements would destroy other clans’ trust in Konoha’s leadership 242.
Kushina and Minato
Hiruzen treated Kushina primarily as a strategic asset because of her status as the Nine-Tails’ jinchūriki. He objected when Tsunade introduced Yan to her, fearing the Sharingan’s potential danger to a jinchūriki and disruption to his own plans 32.
He also attempted to engineer a bond between Kushina and Minato. Hiruzen planted a trail of Kushina’s red hair to direct Minato toward a rescue, intending to strengthen their attachment and bind Kushina emotionally to Konoha. However, the Hidden Cloud abduction involved Danzo’s covert assistance in breaching the village barrier; after discovering this involvement, Hiruzen set out with two Anbu squads to intervene 46. He later ordered Yamanaka Arashi to keep intelligence connecting Root to the incident confidential 50. He considered Minato an ideal successor because of his talent, reputation, civilian background, loyalty, and lack of an independent clan power base 125.
After his own succession strategy failed, Hiruzen was questioned about withholding Yan’s upgraded Flying Thunder God training method from Minato. He explained that the method was too difficult and that distributing it during wartime could have interfered with Minato’s training. The sincerity of this explanation remained uncertain, and he agreed to leave its delivery to Tsunade 297.
The Hatake Sakumo Crisis
Hiruzen recognized Hatake Sakumo’s battlefield reputation and influence among Konoha’s jōnin as a threat to his position. He allowed Danzo’s campaign of exaggerated praise and public manipulation to continue, expecting Sakumo’s reputation to be damaged or politically neutralized 73 82 85.
When Sakumo recognized the trap and announced his retirement, Hiruzen wanted to retain his military strength without accepting responsibility for the political campaign against him. He offered Sakumo leave instead of retirement, but Sakumo refused and withdrew from official service 87 88. Hiruzen later blamed Danzo for mishandling the operation, while still treating Sakumo’s independence as a potential danger 89 196.
When Konoha needed Sakumo against Hidden Cloud, Hiruzen personally appealed to their relationship and offered ninjutsu and money as incentives. Sakumo accepted command of the battlefield, but his subsequent growth and increasingly independent temperament made Hiruzen reluctant to deploy him alongside Danzo 106 196.
By the Fourth Hokage election, Hiruzen sought to ease his relationship with Sakumo. He recognized that good relations with such a powerful shinobi would benefit both himself and the Sarutobi clan after he left office 282.
Wartime Politics
During the war, Hiruzen repeatedly balanced military necessity against factional interests. He granted Uchiha Senichi command authority and written guarantees for the Uchiha because Konoha could not afford to alienate the clan during wartime 102 103. At the same time, he privately intended to settle accounts with the Uchiha after the war and continued considering ways to weaken their influence 103 196.
Hiruzen used Yan’s intelligence to exploit Hidden Stone’s withdrawal and personally traveled to the battlefield using Yan’s Flying Thunder God technique 132. He also worked with Yan, Tsunade, and Jiraiya to undermine Danzo’s political position while protecting the Sarutobi clan from the worst of the resulting casualties 135 136.
His peace policy included releasing Kitsuchi without compensation or ransom after Hidden Stone’s losses against Hidden Cloud. When Ōnoki renewed the invasion, Hiruzen defended the concession as a way to prevent continued fighting and secure a year for Konoha to recover. He assigned Danzo command of the renewed Hidden Stone front, supported by Jiraiya and Minato, while the leadership continued treating wartime deployments as a means of weakening major clans and strengthening more controllable civilian shinobi 196 197.
Root Headquarters and Incriminating Records
The destruction of Root headquarters exposed both Konoha’s security weaknesses and Hiruzen’s dependence on Danzo’s covert operations. Believing Owl’s account of a Hidden Mist raid, Hiruzen personally pursued the apparent attackers because of the sensitive information they might have stolen 116 117.
He subsequently ordered defensive reforms and sought Kushina’s help repairing the neglected village barrier. He initially proposed involving Yan as well, defending him as his grand-disciple, but yielded when Koharu and Homura objected to allowing an Uchiha access to the barrier 119.
Danzo’s selectively edited report revealed the loss of records incriminating Hiruzen and the advisers. Hiruzen feared the political consequences of their publication and was relieved that the Book of Seals’ forbidden techniques had not been lost. Unknown to him, Yan possessed the stolen material, including evidence connecting Hiruzen and Danzo to the weakening and near-eradication of the Senju clan 120.
Collapse of His Succession Strategy
Hiruzen intended to prolong the war long enough for Minato to gain prestige, then install him as Fourth Hokage while retaining real power from behind the scenes 124 125 268. He also sent the Uchiha to the Hidden Stone front under Danzo’s command, hoping that battlefield losses would reduce the clan’s political strength 196 267.
Yan’s independent victory over Hidden Stone ruined this plan. It ended the war before the Uchiha could be weakened and placed Hiruzen under increasing public pressure. Hiruzen suspected that both Yan and Danzo were manipulating public opinion against him and began considering ways to delay the peace process and preserve his position 267 268.
Hiruzen initially considered buying another year or more by anticipating renewed Hidden Cloud aggression. He privately stated that, if Hidden Cloud did not act, he would secretly find a way to provoke the conflict himself, presenting this as both a delaying measure and a means of securing Konoha’s long-term stability 269.
Yan later confirmed to Tsunade that he had helped spread the damaging rumors and had read Hiruzen’s mind. Yan regarded Hiruzen’s renewed schemes against the Uchiha as the end of his final opportunity to change course 270. The rapid Hidden Stone settlement further undermined Hiruzen’s position; Koharu explained that Danzo’s interference and Yan’s credible death threat had prevented her from delaying it 274.
Recognizing that his old methods no longer constrained Yan and that Danzo had broken with his faction, Hiruzen proposed an edict of self-blame and voluntary resignation. This was a tactical retreat intended to block Danzo’s succession, preserve influence over the next Hokage, and protect the Sarutobi clan. After Koharu proposed Tsunade, Hiruzen and the advisers accepted her as their best remaining option 275 276.
Hiruzen publicly recommended Tsunade and announced a vote by clan representatives and jōnin. Although the announcement eased public anger, he privately still hoped to retain influence and strengthen his clan 279 280.
Danzo’s Rebellion and Permanent Injury
Tsunade won the Fourth Hokage election with more than four-fifths of the votes. Danzo rejected the result and attempted to seize power, prompting Hiruzen to stop Tsunade from attacking and prepare to confront his former ally himself. Hiruzen summoned Enma, but Danzo answered with reanimated versions of Hashirama and Tobirama 283.
Hiruzen insisted that the confrontation be moved away from the Hokage Building to protect classified records and the village center. Yan transported the remaining conference participants outside Konoha and then evacuated most of them farther from the battle. Hiruzen fought Tobirama while Hashirama’s Wood Release occupied the others and Danzo joined the attack against him 284.
Tobirama secretly placed a Flying Thunder God mark on Hiruzen’s back. Hiruzen cleared the nearby marked kunai but realized too late that his own body had been marked. Enma pulled him away from a strike aimed at his heart, yet the chakra-coated kunai pierced his spine and released Water Release chakra that destroyed part of it and damaged his intestines and kidneys 285.
Tsunade intervened before Danzo could finish him, destroyed Tobirama’s upper body, and assigned a shadow clone to treat Hiruzen. Believing his injuries fatal, Hiruzen urged her not to waste chakra and apologized. Tsunade insisted that he remain alive to manage the transition, but refused to resolve their grievances, particularly those surrounding Nawaki’s death 285 286.
Recovery and Administrative Handover
At Tsunade’s request, Yan saved Hiruzen’s life, but left him permanently wheelchair-bound. Hiruzen apologized for his treatment of Yan and the Uchiha and asked Yan to look after Asuma. Yan refused that responsibility, telling Hiruzen to take care of his son himself 295.
Hiruzen’s lower body remained paralyzed and his chakra was drastically reduced, though he retained enough ordinary function to assist with paperwork. Tobirama ordered him into the Hokage’s office to explain village affairs and hand over his duties, repeatedly rebuking him over Konoha’s condition 296.
During the transition, Hiruzen recognized that he had misread Yan and the Uchiha’s ambitions. Yan’s family did not require the Hokage title to possess influence, and Hiruzen regretted that his own schemes had cost him the chance to retain a favorable position after retirement. Tsunade exposed his plan to rule through Minato, drawing further condemnation from Tobirama 297 298.
Learning that Yamato had survived Danzo’s Wood Release experiments, Hiruzen was angry that Danzo had concealed the success from him. He also suspected Orochimaru’s involvement, but chose not to confront his former disciple because he wished to preserve their relationship 298.
Appearance
Hiruzen is consistently depicted as an elderly man who carries a long-stemmed tobacco pipe. He maintains a calm, grandfatherly appearance during negotiations but becomes visibly grim or furious when his authority is challenged 7 20 132.

Personality

He genuinely values Konoha’s survival and often acts to prevent immediate crises, such as granting the Uchiha wartime concessions or intervening during negotiations with Hidden Mist. However, his concern for the village is repeatedly mixed with a desire to preserve his own influence and control over its future 102 103 249.
Hiruzen is particularly wary of individuals and clans he cannot control. He repeatedly underestimates Yan because of Yan’s harmless appearance, then becomes increasingly alarmed as Yan’s strength and influence grow 65 84 146 229.
His relationship with Asuma is strained by this political mindset. When he asks Asuma to monitor Yan, Asuma accuses him of treating his son like an operative rather than a family member 160.
Hiruzen acknowledges guilt over his failures as a father, but regards himself as Hokage first and a father second. His eldest son, Shinnosuke, had similarly resisted his control when younger; their arguments diminished with age without developing into a close relationship 91.
Tsunade attributes both his early success and eventual failure to his moderate temperament. His willingness to compromise initially helped him hold Konoha’s factions together, while his continuing preference for control and accommodation later contributed to the suppression of promising individuals 270.
His fall from power produces genuine admissions of error, but does not immediately erase his political habits. He apologizes to Yan and the Uchiha after being saved, yet also regrets losing the chance to preserve influence after leaving office and avoids confronting Orochimaru over suspected involvement in Danzo’s experiments 295 297 298.
