Background / History
Betrayal in the Land of Water
Pakura was an influential Sunagakure war hero whose political position threatened Rasa. Although they disagreed on policy, she had always prioritized the village and had never considered killing him. Rasa and Suikazan Fuguki nevertheless arranged to exchange her life for progress toward peace negotiations with Kirigakure 109 110.
At Greenstone Ridge, a supposedly friendly Mist guide attempted to stab her. Pakura evaded him and killed him with Scorch Release, but a cliffside trap then launched more than seven hundred shuriken. Zhengye protected her with his gray Susanoo and killed the remaining attackers. She suffered four bleeding wounds and received treatment from his companion, Kyoko 110.
Rather than immediately returning home, the injured Pakura accompanied Zhengye. His admission that he had taken Gaara from Sunagakure surprised her, but his openness helped establish her trust in him 111.
Ceasefire and Political Authority
Pakura joined the group confronting the controlled Mizukage, Karatachi Yagura. Once restored to himself, Yagura voided Fuguki’s private agreements with Rasa and authorized a new ceasefire, with Pakura and Mei Terumī drawing up its terms 115 118.
Returning to Sunagakure, Pakura sought Chiyo’s advice instead of confronting Rasa directly. The agreement gave her credit for securing peace without surrendering resources, mining rights, or villagers’ livelihoods. Chiyo used that achievement to transfer part of the village’s external liaison work to Pakura and grant her participation in approving A-rank and higher missions 126 128 129.
Gold Mine Battle and Kazekage Succession
After receiving Zhengye’s message, Pakura mobilized more than a hundred subordinates. A sandstorm forced them into ancient ruins, where they encountered roughly thirty wounded Sand elites abandoned by Rasa. The survivors believed she had sent Kaguya Gaito to rescue them and pledged their loyalty to her. Although she had not arranged the rescue, she accepted them and promised that they would advance and retreat together 151 154.
Gaito explained that the rescued shinobi were deliberately given to her as political support. Pakura reluctantly accepted his advice to delay intervention until a decisive moment rather than sacrifice her own force prematurely 161 162.
When Rasa fled again, Pakura entered the battlefield with Scorch Release: Blazing Sun, rallying the remaining Sand forces. She created an opening through Kitsuchi’s Mountain Soil Technique, but nearly exhausted her chakra and required Gaito’s help to escape with the survivors 164 165 166.

War Against Iwagakure
Pakura inherited casualty compensation obligations, scarce funds, and an approaching enemy army. With Chiyo’s help, she learned the administrative demands of her office and recovered gold that Rasa had diverted to Crescent Moon Oasis 192 193 195.
To gather intelligence and prevent morale from collapsing, she personally led an ambush against Stone reinforcements. Han, the Five-Tails’ jinchūriki, overwhelmed her attacks and pursued her for hours. Pakura used her knowledge of the desert to lead him into sandworm territory, where Zhengye found and rescued her 206 207 208.
Zhengye treated her injured foot and proposed combining his flight device with her Scorch Release. Their repeated aerial raids devastated Stone camps and supplies, forced defensive adaptations, and allowed Pakura to order a reversal from defense to offense. She coordinated Baki’s pursuit forces and later led six hundred shinobi to the Liyan Pit ambush 209 210 212 213 217 229.
Rasa’s Second Trap
During a mission near Red Hemp Forest, Rasa secretly sabotaged Zhengye’s flight device with gold dust and abandoned the pair inside a Stone encirclement. Pakura condemned him for betraying the village. When she could not keep pace with Zhengye, she urged him to escape without her; he returned and carried her instead 238 240.
Her charged Scorch Release broke through five Earth-Style Walls, but Han, Obito, and thousands of Stone shinobi blocked further escape. Zhengye ultimately defeated the army with a gigantic armored Susanoo. Afterward, Pakura carried the exhausted Zhengye into shelter and tended him 239 241 242.
Pakura resolved to place Rasa on the wanted list, exposed his defection to her forces, and led the pursuit of Stone’s survivors. Darkness prevented further pursuit, so she ordered battlefield recovery instead. The victory and recovered supplies strengthened her authority; Zhengye’s system subsequently confirmed that her regime was fully stabilized 242 243 244 248.
Recovery and the Desalination Project
Recognizing that Sunagakure could not rely indefinitely on Zhengye, Pakura began developing independent flight. She delegated political work to capable elders while concentrating on the combat strength needed to protect a village without a tailed beast or its former Kazekage 260.
Zhengye sent solar-powered seawater desalination plans, hardy pasture-grass instructions, and seeds. Pakura ordered copies distributed to the elders and work begun. Two years into her tenure, she personally escorted a crucial thermally conductive crystal ore shipment, using her new flight technique to repel Rasa’s attack 260 297 298.
Iwagakure then hired Akatsuki to attack the desalination project. After Deidara destroyed Gourd Mouth’s device, Pakura and Chiyo defended Sea Mountain Cliff against him and Sasori. Mission to Amegakure
After reuniting with Zhengye, Pakura agreed to retaliate against Akatsuki at its stronghold. She ordered a public declaration of war on Amegakure and entrusted the camp’s defense to Chiyo 312 313.
Pakura carried Zhengye toward the Land of Rain, eager to demonstrate how far her flight technique had developed. Flying through the night exhausted her and consumed most of her fireballs. Near Amegakure, Zhengye helped her recover with a Soldier Pill, food, and a restorative hot spring before their next move 313 315.

She leads dangerous missions herself, earns immediate obedience from her troops, and abandons pursuit when it could expose her to an isolated ambush. She does not crave power for its own sake and willingly delegates to capable elders 206 229 260 311.
With Zhengye, Pakura shows a more vulnerable, affectionate side. His reliability inspires admiration and romantic feelings, while his warnings against emotional attachment hurt her.
