Background / History

The Uchiha Clan was once a major Warring States-era fighting clan. According to records Zhengye researched in the clan archives, it once fielded roughly 2,000 combatants; by the period when it made peace with the Senju and helped found Konoha, that number had declined to around 300. Zhengye attributes much of that decline to Madara's continued warfare against Hashirama and the clan's later loss of combat readiness under Konoha's Police Force system. 14

Following the Nine-Tails Disaster, the clan was relocated to Konoha's outskirts and lost its honorary elder seats. Its Police Force was burdened with routine public-security work while the Uchiha were repeatedly committed to front-line battles, creating resentment toward Konoha's leadership and support for radical action. 1 14 17

The clan includes both shinobi and ordinary civilians. Not every child born into the clan inherits combat aptitude or awakens the Sharingan, and civilian residents form a substantial part of the Uchiha district's population. Marriage with outsiders is permitted, although children of marriages within the clan are described as more likely to inherit shinobi talent. 16

In Year 56 of the Leaf, Zhengye intervened when Shisui attempted suicide after Danzō stole one of his eyes. By saving Shisui and using the Plow—Experimental Version to show Shisui, Itachi, Inabi, and Tekka a future in which the clan was exterminated, Zhengye gained a core faction committed to changing that outcome. 1 3 5

The faction challenged Fugaku's leadership after returning from the future vision. Though Fugaku did not immediately resign, he appointed Zhengye as the Fourth Elder and granted him authority to mobilize the clan's combatants to reclaim Shisui's stolen eye. 8 9

The clan assaulted Root headquarters, captured Danzō, and publicly exposed the Sharingan implanted in his body. Under Zhengye's orders, Izumi removed the implanted eyes, including Shisui's, while Danzō's Hashirama Cell-modified arm was severed after transforming into a tree stump. 9 11 12

The ensuing political reversal enabled the clan to restore its representation in Konoha and undertake rapid reconstruction of the Uchiha district. The clan's growing commercial projects and public-utility plans also supported a population of more than a thousand Uchiha residents. 19 82 83

Although the clan retains its district and institutional role inside Konoha, Zhengye later stated before the Lord Third and Nara Luhe that the Uchiha do not belong to Konoha, may leave whenever they choose, and collectively place clan interests above village loyalty. Konoha's leadership ultimately chose restraint rather than provoke a confrontation with the clan's five Mangekyō users. 221

Zhengye's destruction of roughly one thousand Hidden Stone shinobi during the Land of Wind war and the subsequent capture of the Five-Tails jinchūriki Han elevated the clan into a major independent military force. The resulting prestige persuaded Fugaku to step down, and Zhengye formally succeeded him as clan head before Konoha's leaders and the major clans. 247 249 255

The succession ceremony took place before the Uchiha Shrine, with memorial tablets honoring previous clan heads and flags displaying the clan's fan crest. Fugaku presented Zhengye with the traditional clan-head fan as a symbol of inheritance; Zhengye recognized it as a carefully made replica but accepted it without objection. The assembled clan members responded to his speech with the declaration “Unyielding and ever proud!” 255

Under Zhengye's leadership, the clan began pursuing systematic modernization. These measures include Police Force rotations, wider mission participation, improved medicine and household infrastructure, competitive sparring events, and a scientific partnership with Orochimaru to collect and study Sharingan tissue samples. Zhengye's stated long-term goal is for every Uchiha to awaken the Mangekyō Sharingan and wield Susanoo. 257 259

Zhengye also selected solar-powered seawater desalination technology as a development resource, envisioning the conversion of barren coastlines into habitable territory. He considered supplying Pakura with the technology and desert-grass seeds as part of a broader effort to transform the Land of Wind's environment. 257

Later, Fugaku warned that an anticipated disaster could kill enough Uchiha to threaten the clan's survival and proposed a change to its marriage policy. Zhengye approved drafting an official document for his signature, although the precise terms of the proposed change are not specified. 294

Political Position

Police Force Expansion

Zhengye proposed expanding the Uchiha Police Force rather than abandoning it. His plan delegated investigation and judgment to participating clans while retaining Uchiha responsibility for arrests and combat operations. 14

The expanded force incorporated members of the Hyūga, Ino–Shika–Chō, Aburame, Inuzuka, and other clans, reaching a total of 400 personnel. This bound other clans' interests to the Uchiha's position in Konoha. 18 24

Internal Defense Authority

As compensation for the Uchiha's relocation, Zhengye secured the authority to coordinate internal village defense. This gave the Police Force a role in counterespionage patrols, important-facility security, and emergency ANBU coordination. 14 18

The clan's honorary elder seat was later restored with support from Hyūga Hiashi, Nara Shikaku, and the other newly aligned clans. 19

Through its partnership with Kumogakure, the clan obtained technical support for power generation, utility pipelines, and biogas facilities. Zhengye also ordered the planned biogas digester enlarged so that it could serve Konoha residents beyond the Uchiha district. 82

The clan promotes the Ironcutter weapon line through its external network, while Zhengye directed the profits from Ironcutter materials toward the clan itself. 66 86

Shisui and Itachi also used their public defection and subsequent Akatsuki membership to establish a channel between the clan and Amegakure. They delivered biogas-digester technology to Pain as a gesture of cooperation, and Pain accepted them as official Akatsuki members. 89

Zhengye and Itachi traveled to the Land of Wind, and Itachi subsequently operated at the Sea Mountain Cliff camp, consulted Chiyo, and defeated Deidara during an attack on Hidden Sand forces. Autonomy from Konoha

The clan's external strategy is ultimately intended to prevent Konoha from exercising exclusive control over it. Zhengye maintains that the Uchiha's interests are distinct from Konoha's interests, and that the clan's strength, independent commercial network, and Mangekyō users permit it to depart if necessary. 83 221

Konoha's concessions after the capture of Han created a fragile renewed cooperation rather than a restoration of unquestioned village loyalty. Shisui and Itachi had their bounties revoked and were removed from the rogue-ninja list, while Konoha accepted the Uchiha's demands for mission priority, promotions, and a share of compensation gained through negotiations with Hidden Stone. 250 253

Iwagakure's assessment after its defeat explicitly recognized that the Uchiha were no longer a subordinate clan Konoha could treat at will, nor a political variable the Five Great Nations could ignore. Ōnoki consequently prioritized recovering Han through ransom negotiations, sending Kitsuchi to Konoha rather than attempting immediate military retaliation. 256

Zhengye's broader planning is directed toward survival against threats beyond village politics. Even after his battlefield victory, he identified Madara and the Ōtsutsuki as his true prospective enemies, rather than regarding control of Konoha or the Hokage title as his ultimate objective. 247 251

The clan maintains extensive historical archives and a ninjutsu library.
