Background

Clan leadership

Fugaku led the Uchiha during escalating distrust between the clan and Konoha. His original strategy was to concede benefits such as patrol authority, use Itachi’s ANBU position to win the village leadership’s trust, and wait for an opportunity to seize the initiative. This approach alienated hardline members such as Yashiro and Zhengye. 3 7

His position was further weakened after Shisui lost his eye to Danzō. When Zhengye’s group confronted him with Itachi’s betrayal and Konoha’s actions, Fugaku initially prioritized recovering Shisui’s Mangekyō Sharingan rather than resolving the leadership challenge. 7

Challenge from Zhengye

Zhengye openly demanded Fugaku relinquish the clan-head position. Fugaku answered with his own Mangekyō Sharingan and purple-black Susanoo, but Zhengye’s supporters—Inabi, Itachi, and Shisui—also revealed Mangekyō Sharingan and Susanoo, overwhelming Fugaku politically and militarily. 8

Rather than step down immediately, Fugaku named Zhengye the Uchiha’s Fourth Elder and gave him authority to mobilize every Uchiha combatant, including Fugaku himself, for the assault on Root and the recovery of Shisui’s eye. 9

Root assault and political shift

During the assault on Root, Fugaku deployed an advanced Susanoo with a formed body, reinforcing the Uchiha against Root, ANBU, and Konoha’s assembled clans. 10 After Danzō’s stolen Sharingan were exposed, Fugaku publicly identified Zhengye as the commander of the operation and deferred negotiations to him. 12

Fugaku subsequently allowed Zhengye to represent the clan in Konoha’s high-level conference. He supported Zhengye’s push to expand the Police Force and obtain authority to coordinate internal village defense, even while recognizing that Zhengye’s political ability surpassed his own. 17 19

Later leadership

Although he increasingly delegated practical authority to Zhengye, Fugaku remained the Uchiha clan head. He sought Zhengye’s guidance on the clan’s succession, development, foreign trade, and response to Konoha. 45 67 99

His early leadership was cautious and conciliatory toward Konoha, driven partly by confidence in Itachi’s position within ANBU and partly by the declining condition of his eyes. 3 34 The Root incident forced him to reassess this approach.
