Background
Clan leadership
Fugaku led the Uchiha during escalating distrust between the clan and Konoha. His original strategy was to concede benefits such as patrol authority, use Itachi’s ANBU position to win the village leadership’s trust, and wait for an opportunity to seize the initiative. This approach alienated hardline members such as Yashiro and Zhengye. 3 7
His position was further weakened after Shisui lost his eye to Danzō. When Zhengye’s group confronted him with Itachi’s betrayal and Konoha’s actions, Fugaku initially prioritized recovering Shisui’s Mangekyō Sharingan rather than resolving the leadership challenge. 7
Challenge from Zhengye
Zhengye openly demanded Fugaku relinquish the clan-head position. Fugaku answered with his own Mangekyō Sharingan and purple-black Susanoo, but Zhengye’s supporters—Inabi, Itachi, and Shisui—also revealed Mangekyō Sharingan and Susanoo, overwhelming Fugaku politically and militarily. 8
Rather than step down immediately, Fugaku named Zhengye the Uchiha’s Fourth Elder and gave him authority to mobilize every Uchiha combatant, including Fugaku himself, for the assault on Root and the recovery of Shisui’s eye. 9
Root assault and political shift
During the assault on Root, Fugaku deployed an advanced Susanoo with a formed body, reinforcing the Uchiha against Root, ANBU, and Konoha’s assembled clans. 10 After Danzō’s stolen Sharingan were exposed, Fugaku publicly identified Zhengye as the commander of the operation and deferred negotiations to him. 12
Fugaku subsequently allowed Zhengye to represent the clan in Konoha’s high-level conference. He supported Zhengye’s push to expand the Police Force and obtain authority to coordinate internal village defense, even while recognizing that Zhengye’s political ability surpassed his own. 17 19
Later leadership
Although he increasingly delegated practical authority to Zhengye, Fugaku remained the Uchiha clan head. He sought Zhengye’s guidance on the clan’s succession, development, foreign trade, and response to Konoha. 45 67 99
Following Danzō’s trial, Fugaku followed Zhengye’s lead without demanding explanations, relying on the clan’s collective strength and Zhengye’s judgment amid Konoha’s political maneuvers. 52 53 He also stood with Zhengye when the Third Hokage attempted to hold the clan responsible for Itachi and Shisui’s defection. 62
Fugaku initially took satisfaction in Konoha being forced to soften its stance toward the Uchiha, but accepted Zhengye’s instruction to prioritize the clan’s long-term commercial and institutional development over immediate revenge. 67 He later reported on the progress of the Hidden Cloud-backed power plant and biogas pits, demonstrating his continuing role in supervising the clan’s practical development. 99
His Mangekyō’s deterioration had seriously impaired his sight, contributing to his reluctance to fight. Healing Talismans supplied by Zhengye improved his vision; by the Ninja Academy opening ceremony, his ocular power and eyesight had fully recovered. 34 51 85
Personality
Fugaku is proud, composed, and accustomed to authority. When Zhengye challenged him, he reacted with anger and attempted to preserve the dignity of his office through direct force. 8
His early leadership was cautious and conciliatory toward Konoha, driven partly by confidence in Itachi’s position within ANBU and partly by the declining condition of his eyes. 3 34 The Root incident forced him to reassess this approach. He became receptive to Zhengye’s arguments, accepted the younger man’s leadership in critical matters, and focused on the Uchiha’s long-term survival rather than immediate retaliation. 12 14 67
Fugaku is deeply concerned for his family. He considered giving his Mangekyō Sharingan to Itachi to preserve his son’s sight, but hesitated after learning Sasuke could awaken the Mangekyō in the future. 34
His growing trust in Zhengye extended to family matters. Having lost confidence in his own ability to raise Sasuke after nearly leading the clan to disaster through his earlier decisions, Fugaku considered seeking Zhengye’s advice on how to guide his younger son. 79
Fugaku is also compassionate toward people connected to those he respects. Although shocked when Zhengye brought Gaara to the Uchiha compound, he agreed to shelter Karura’s son and invited the child to seek help from him if needed. 99
