Background / History

Clan head and father

Fugaku regarded his younger son Sasuke—born with a two-tomoe Sharingan—as both a prospective successor and the Uchiha clan's means of restoring its former standing. Sasuke's unprecedented talent delighted him and became central to his long-term plans for the clan 1.

After the Nine-Tails' attack, Fugaku maintained that the Konoha Police Force's duty was protecting noncombatant civilians rather than fighting the beast. When Danzo and Hiruzen ordered the Uchiha to relocate to a remote district, he recognized the move as an effort to further weaken the clan, but was forced to accept it 2 3.

He urged the increasingly resentful clan to endure humiliation, improve themselves, and wait for a genius comparable to Madara Uchiha to restore their position. Privately, he believed Sasuke would be that genius 4.

Conflict with Itachi and Shisui

Fugaku's fixation on Uchiha power damaged his relationship with Itachi. When Itachi returned from a mission having lost two companions and awakened a Mangekyō Sharingan, Fugaku praised the awakening and coldly called the deaths the “value” of their lives; Itachi was deeply disillusioned by this response 5.

As rumors of rebellion spread, Fugaku continued to seek negotiations with Konoha's leadership rather than immediately launching an uprising 6. After Sasuke led him to the Naka River, Fugaku used his Mangekyō Sharingan to save the blinded and poisoned Shisui from falling to his death 7.

Learning that Danzo had taken Shisui's eyes, Fugaku led twenty three-tomoe Uchiha, including Itachi, to confront Konoha's leadership. Uchiha political expansion

Fugaku supported Sasuke's proposal for a childhood betrothal to Hinata Hyuga, personally bringing Mikoto and Sasuke to negotiate with Hiashi. He offered three S-rank forbidden techniques as betrothal gifts, securing a political alliance between the Uchiha and Hyuga 14 15.

When Obito attacked the Uchiha compound, Fugaku and Itachi fought him together. Fugaku's Susanoo could not stop Obito's intangibility, but his time-affecting ocular power allowed him to evade a lethal strike before Sasuke used Kotoamatsukami to subdue Obito 17.

Following Danzo's death, Fugaku led the Uchiha in negotiations with Hiruzen. Backed by his and Itachi's Susanoo, the clan demanded the return of its original land, restoration of the Konoha Police Force's authority, and permission to establish an independent intelligence organization 20.

Fugaku initially opposed Sasuke's plan to become the Two-Tails' jinchūriki because of the unknown risks, though Sasuke went through with it 28. He later accepted Sasuke's recruitment of Zabuza into the newly formed Eagle Organization, despite his reservations about employing a missing-nin 38.

Later leadership

Fugaku and Hiashi intervened to secure Karin's transfer to Konoha after Sasuke rescued her. He considered Sasuke's proposal to use Karin's abuse by the Land of Grass as justification for establishing an Uchiha colony there 56.

After Hiruzen's death, Fugaku nominated himself as Fifth Hokage, citing his Mangekyō Sharingan, his service as Police Force captain, and Uchiha losses in the Third Shinobi World War. The council rejected him because of the clan's history of rogue ninja, despite Hiashi's support 63.

He subsequently led elite Uchiha forces to the Land of Grass under the pretext of personally apologizing for the deaths of its shinobi in Konoha, while the clan prepared to exploit Konoha's political transition 65.

As the Uchiha gained control over major security institutions, Fugaku refused to commit the clan to a war against Amegakure that did not serve Uchiha interests. He also threatened Nara Shikaku that, if he wished, the Nara name could disappear from Konoha within a day 88.

Personality

Fugaku is ambitious, proud, and intensely protective of the Uchiha clan's political standing. He views exceptional Uchiha talent as a strategic resource, placing enormous expectations on Itachi and Sasuke and measuring the clan's future through their power 1 5.

He is willing to compromise when the clan is disadvantaged, advocating patience and negotiation after the forced relocation. Once the Uchiha possess sufficient strength, however, he becomes openly confrontational toward Konoha's leadership and treats power as the basis for political legitimacy 4 8 20.

His conduct toward Shisui reveals a more compassionate side. Although he is often driven by clan interests, he prioritizes Shisui's life over obedience to the clan and allows him to leave for Akatsuki to seek treatment 9.
