Background / History
Clan head and father
Fugaku regarded his younger son Sasuke—born with a two-tomoe Sharingan—as both a prospective successor and the Uchiha clan's means of restoring its former standing. Sasuke's unprecedented talent delighted him and became central to his long-term plans for the clan 1.
After the Nine-Tails' attack, Fugaku maintained that the Konoha Police Force's duty was protecting noncombatant civilians rather than fighting the beast. When Danzo and Hiruzen ordered the Uchiha to relocate to a remote district, he recognized the move as an effort to further weaken the clan, but was forced to accept it 2 3.
He urged the increasingly resentful clan to endure humiliation, improve themselves, and wait for a genius comparable to Madara Uchiha to restore their position. Privately, he believed Sasuke would be that genius 4.
Conflict with Itachi and Shisui
Fugaku's fixation on Uchiha power damaged his relationship with Itachi. When Itachi returned from a mission having lost two companions and awakened a Mangekyō Sharingan, Fugaku praised the awakening and coldly called the deaths the “value” of their lives; Itachi was deeply disillusioned by this response 5.
As rumors of rebellion spread, Fugaku continued to seek negotiations with Konoha's leadership rather than immediately launching an uprising 6. After Sasuke led him to the Naka River, Fugaku used his Mangekyō Sharingan to save the blinded and poisoned Shisui from falling to his death 7.
Learning that Danzo had taken Shisui's eyes, Fugaku led twenty three-tomoe Uchiha, including Itachi, to confront Konoha's leadership. He is willing to compromise when the clan is disadvantaged, advocating patience and negotiation after the forced relocation.
