Background / History
The Uchiha were one of Hidden Leaf's founding clans, but their strength became heavily concentrated in the Police Force, an institution operating outside the Hokage's direct command structure. This concentration, combined with post–Nine-Tails Attack suspicion, left the clan politically isolated within the village. 16 17 25
Rumors that the Nine-Tails had been controlled through Sharingan power intensified hostility toward the clan. Police Force authority was quietly restricted, while many younger Uchiha grew resentful of the village and increasingly hostile toward outsiders. 17
Kamizuki Yu warned Clan Head Fugaku that a masked Sharingan user had orchestrated the Nine-Tails Attack.
