Background and Formation
At the Five Kage Summit, Madara demanded that the Kage hand over the tailed beasts and threatened war if they refused. After they rejected his ultimatum, he declared the Fourth Shinobi World War. The Kage then formed the Allied Shinobi Forces and appointed Fourth Raikage A as supreme commander 399 400.
The Five Kage later met in Kumogakure to settle troop deployments, strategy, and the proposed distribution of the seven tailed beasts after the war. They agreed to return six beasts to their original villages and assign the Seven-Tails to Konoha in exchange for 2,000 additional Konoha shinobi 407. They also chose to hide Naruto and Killer B on Turtle Island rather than deploy the Eight-Tails and Nine-Tails as the army’s main fighting force 408.

Sunset Village joined the alliance shortly before the fighting began. Its publicly reported contribution was around twenty or thirty Sun Ninja and a separate beast unit of around seven or eight beasts 418. After his identity as Sunset Village’s leader became known, Chiye Jun relinquished command of the allied mobile unit to lead Sunset Village’s troops 420.

Fourth Shinobi World War
- Opening battles: The Surprise Attack Unit won its first engagement. The Second Division fought large numbers of White Zetsu, while the First Division faced a coastal landing force and reincarnated opponents 422 424.
- White Zetsu infiltration: Clones disguised as allied shinobi caused mounting casualties. Naruto’s Nine-Tails Mode allowed him to identify and eliminate impostors across the divisions 427 428 430.
- Reincarnated shinobi: The alliance fought former village leaders and other opponents controlled through Impure World Reincarnation. By the end of the subsidiary battles, nearly all of those enemies had been sealed 430.
- Madara and the Ten-Tails: Madara’s Susanoo inflicted heavy losses before Chiye Jun neutralized a meteor attack. The Allied Shinobi Forces later converged on the Ten-Tails battlefield, where coordinated defenses helped them survive its attacks 433 438 441.
- God Tree battle: The God Tree drained chakra from the army, killing or incapacitating more than half its members. The surviving forces rejected Obito’s promise of salvation through the Infinite Tsukuyomi and charged the God Tree with orders to cut it down 460 461.
