Background / History
Konoha was founded during the era of Hashirama Senju and Madara Uchiha. A vision shown through Chiye Jun’s Mangekyō Sharingan depicts its founding period and the conflict over the Hokage position. Hashirama’s brother, Tobirama Senju, later shaped many of the village’s enduring institutions, including the Ninja Academy, the Konoha Military Police Force, and the Special Assassination and Tactical Squad (Anbu) 363 408.
Under the Third Hokage, Hiruzen Sarutobi, Konoha recognized Chiye Jun as an unusually valuable asset due to his Dead Bone Pulse and extraordinary chakra reserves. Hiruzen arranged a monthly allowance, land, and housing for him in an effort to secure his loyalty to the village, while Danzo’s Root covertly monitored and attempted to eliminate him 3 4 17.
The Konoha Crush Plan devastated the village. Hiruzen died fighting Orochimaru, while more than two thousand residents were killed and roughly half of Konoha was destroyed. Sunagakure surrendered afterward and pledged unconditional military support to Konoha 170 171. Tsunade subsequently became the Fifth Hokage and oversaw the village’s recovery 200.
Over the following years, Konoha developed rapidly into a technological and economic power. Its communications network extended across the shinobi world, though active signal service was initially limited to the Land of Fire, Snow Country, Sunset Village, and Sunagakure. By this period, Chiye Jun held the positions of Minister of Economics and Minister of Technological Development 237. Konoha’s economy later grew strong enough that it no longer depended on the Land of Fire’s financial support 346.

Government and Political Reform
- The Konoha Elder Council, led by Utatane Koharu and Mitokado Homura, was dissolved after Tsunade confronted both elders with evidence of their embezzlement. They retained retirement benefits but were removed from administration 300.
- Root was weakened under Tsunade and Chiye Jun’s pressure. Danzo later attempted to restore the organization, but Jiraiya rejected the proposal 246 395.
- Danzo’s crimes—including his role in the Uchiha Clan massacre—were exposed after his death. Itachi Uchiha was officially exonerated, reinstated as a Konoha ninja, and the Uchiha compound was returned 405 407.
