Background / History

The late Emperor transformed Ursus from a weak nation in the ice and snow into a vast power with its present territory and military strength. Its state structure was built around continual warfare; as described in the north, the Empire functions as a war machine that risks collapse if it ceases expanding. 10 49

By the present era, the Emperor cannot fully control the Empire's nobles and officers. Rivalries between old and new nobility drain national strength, while officials act independently of imperial authority. 49 70

Ursus's treatment of the Infected is a central source of unrest. Infected laborers are sent to Originium mines without protective equipment, where collapses, exposure, and exhaustion kill many within their first year. Patrol personnel profit by extorting civilians and can falsely accuse healthy people of infection to send them to the mines. 10 11

The rising Reunion Movement erodes Ursus control across the snowfields, replacing local authority in villages and towns through propaganda and civilian mobilization. The seizure of Chernobog demonstrates that the Empire can no longer automatically suppress rebellion as it did in the past. 30 56

Society

People and culture

Ursus people are noted for their natural physical strength and a generally martial character. Civilians commonly receive military training, reflecting the exceptionally high status of the military within the Empire. 51 57

The northern climate shapes everyday life. Ursus settlements use thick walls, narrow windows, heavy gloves, and thick footwear against the cold known locally as “General Winter.” 72

Infected policy

The Empire's institutions foster discrimination against the Infected, though this hostility is reinforced by propaganda and fear rather than an unavoidable conflict between Infected and non-Infected civilians. 9 15

• Healthy civilians may be forcibly sent to mines and thereby exposed to Originium. 10
• No Infected are permitted into Chernobog proper; many survive in the sewers beneath the mobile city. 40

Military

Ursus retains a massive, trained military even in decline. Its soldiers are disciplined and resilient, but harsh conditions, severe casualties, weak logistics, and failing morale undermine its later campaigns against Chernobog. 53 54 55

Major Arcs

Snowfield resistance

Reunion guerrillas liberate a remote birch-forest region from patrol control, while the Empire's Originium mines and anti-Infected policies motivate broader resistance. 11 15

Retaliation against the guerrillas

Ursus dispatches a 560-man regular unit to eliminate the snowfield guerrillas after repeated attacks on northern mines. The force is annihilated in a surprise assault, though its soldiers fight to the end without surrendering. 26 27

Battle for the land battleship

Ursus deploys a land battleship to retaliate against the growing Reunion Movement. Reunion forces breach and capture it after intense close-quarters fighting, inflicting a major loss on the Empire. 31 32

Fall of Chernobog

Chernobog, an Ursus heavy-industrial mobile city, is seized by the Reunion Movement. Its factories and military stockpiles are turned against the Empire, while Ursus military police are defeated and the city's old officials face investigation. 40 43 51

Fourth Army Group offensive

The Ursus Fourth Army Group besieges Chernobog with high-speed warships and artillery. After a prolonged battle, the city’s defenses, elite troops, and surprise counterattack devastate the assault force; Chernobog ultimately leaves Ursus territory with captured personnel, equipment, and resources. 53 54 55

National decline

The loss of Chernobog and the spread of uprisings expose the Empire's internal weakness. Ursus remains dangerous, but its inability to unite its armies or resume profitable expansion leaves it near systemic collapse. 70 93 102
