Background / History

Luo Peiyun is a Luo Family official governing Qinglin County, within the Luo Family’s extensive sphere of control over Qinghe Commandery. He openly credits great clans’ inherited talent and resources as the foundation of their dominance over ordinary martial artists. 41 127

When warned of an assassination plot connected to his planned visit to Pine Forest Temple, Luo Peiyun refuses to cancel the trip, believing that retreating would show weakness. He dispatches Chief Constable Ding Zhigang and Iron Mountain Sect Hall Master Lu Anfu to investigate and protect him. 60

After Fang Zhixing reports the plot and demonstrates exceptional archery, Luo Peiyun rewards his merit by appointing him instructor of a newly formed three-hundred-man archer corps. He also has Fang entered into the Iron Mountain Sect so he can receive its later Iron Mountain Art techniques. 61 62

Luo Peiyun secretly monitors Fang Zhixing’s daily activities, viewing the young instructor as a valuable find. He also patiently investigates information leaks within his own security detail, postponing an arrest until the missing military payroll can be replaced. 68

He uncovers a rebel spy network operating through Yulan, Luo Kezhao’s favored performer, and uses the exposure of the spies to tighten his control over the county yamen. 84

During the Martial Alliance rebellion, Luo Peiyun leads the assault on Ancient Moon Stronghold. He uses Fang Zhixing’s archers to suppress the watchtowers while Luo Kezhao and Lu Anfu force entry through a side gate, then personally defeats the stronghold’s defenders. 131 132

After Luo Kezhao is murdered in Qingguang County, Luo Peiyun becomes increasingly ruthless.
