Background

Luo Keji is the eldest son of Luo Peiyun. He spent years cultivating in the prefectural city and rarely returned to Qinglin County, where his return was treated as a major event. He possessed exceptional martial talent and a reputation for being clever, deeply calculating, and far more formidable than his younger brother, Luo Kezhao 147.

Luo Peiyun arranged for Fang Zhixing to accompany him to the commandery city as a trusted subordinate. Luo Keji was slated to become commander-in-chief of Qinghe Commandery's navy and was gathering capable confidants before assuming greater authority 150.

Over the following decade, Luo Keji rose rapidly through both cultivation and military service. His repeated successes during campaigns against rebel forces won him the Luo Family's favor; he was later described as deputy to the naval commander and the likely successor to command Dan Prefecture's naval forces 262.

Naval Appointment and Canal Gang Campaign

As he prepares to take charge of Qinghe Commandery's navy, Luo Keji recruits Fang Zhixing and travels to Lotus Pod Lake. He kills Cui Zhanfeng, forces the remaining Canal Gang heirs into submission, and installs Cui Renfu to restore control over the Eighteen Waterways 150 151 152.

Fragrant Benefit Lodge
