| Status | Active; organizing resistance against Shendu following the collapse of his control over S.H.I.E.L.D. 48 |
Background / History
Fury initially attempts to delay the Security Council's nuclear strike during the Battle of New York. The missile is nevertheless launched, and Shendu destroys it before it reaches Times Square. 4 6
After Steve Rogers presents evidence suggesting Chitauri infiltration, Fury accepts that S.H.I.E.L.D. may contain a mole and orders an internal review. He regards Valmont—the identity used by Shendu—as a potentially valuable ally because of his intervention during the Battle of New York. 21
Fury becomes increasingly dependent on Valmont's apparent loyalty and power. He detains Steve and Shendu for three days to verify they have not been replaced by infiltrators, then later attempts to recruit Valmont into S.H.I.E.L.D. 34 When Valmont refuses, Fury has Steve and Natasha force him to sign an indefinite contract empowered by the Mind Stone. Fury believes the contract can punish any disloyal thought. 36
Personality
Fury is initially cautious, security-focused, and willing to act on incomplete evidence when he believes Earth faces an extraterrestrial threat. His concern over Chitauri remnants and Hydra leads him to treat internal dissent as a danger to S.H.I.E.L.D. rather than a legitimate challenge to his authority. 21 36
Shendu's use of the Mind Stone magnifies Fury's greed and need for control. Fury escalates from forced recruitment and surveillance to blackmailing S.H.I.E.L.D. shareholders, launching unauthorized missile strikes, and targeting both military leadership and Tony Stark. 36 37 41 42
Even after his downfall, Fury retains his instinct to plan around stronger opponents. He keeps a pager intended to summon Captain Marvel and quickly organizes the remaining Avengers around rescuing Tony and restoring nuclear deterrence against Shendu. 45 48

Story Role / Major Arcs
S.H.I.E.L.D. Mole Investigation

Forced Recruitment of Valmont
After an apparent Chitauri attack on Valmont's residence and further fabricated evidence of Hydra activity, Fury forces Valmont into S.H.I.E.L.D. with an indefinite Mind Stone contract. He then reveals S.H.I.E.L.D.'s global weapons-control chamber and intends to use Valmont as the mechanism for missile launches. 36
Sole Ruler of S.H.I.E.L.D.

Resistance Against Shendu
After being held with Ross and other opponents, Fury is extracted from S.H.I.E.L.D. by Steve. Shendu then sends the mindless Hulk to kill him.
