Organization and Resources
- S.H.I.E.L.D. houses and monitors Valmont/Shendu following the Battle of New York, while supervising the recovery of Chitauri wreckage. It also organizes safety training for personnel working around Tesseract-contaminated and radioactive alien materials 7 9.
- Agents undergo extensive screening and brainwashing procedures before becoming official members; the suspected mole crisis therefore shocks Fury and the organization 21.
- Its headquarters relies in part on Stark Industries systems. During the mole investigation, its archives and related systems crash or become inaccessible, leading Natasha to suspect Stark Industries 22.
- A hidden surveillance chamber contains monitoring for satellites, space fleets, the global agent network, and extraterrestrial weapons. It also includes controls connected to global missile stockpiles 36.
- S.H.I.E.L.D. possesses a concealed chamber used to secure the Mind Stone under technological defenses rather than conventional guards 29.
- Fury keeps a pager capable of summoning Captain Marvel, but considers it a one-use option 36.
History
Following the Battle of New York, S.H.I.E.L.D. takes responsibility for Chitauri cleanup and containment. It monitors Shendu's condition while he temporarily resides under its protection, and sends Captain America to report on his activity during wreckage inspections 7 8.
The organization investigates a series of agent mutation incidents near Peter Quill's mother's home. Phil Coulson brings Quill and his mother in for questioning after an agent is transformed into a rooster, while Tony Stark's surveillance identifies a suspicious cat wearing a pendant near the site 14 15.
After alien-made darts are recovered, Tony Stark and Steve Rogers conclude that S.H.I.E.L.D. may contain a mole connected to Chitauri remnants. Fury orders an internal review, despite believing the agency's screening and brainwashing should have prevented infiltration 20 21.
The investigation destabilizes internal trust. Archives fail, agents are re-screened, and Natasha orders a full alert after Agent Glenn Pitt escapes interrogation with outside assistance. Steve ultimately withholds recovered darts from S.H.I.E.L.D. because he no longer fully trusts the organization 22 24.
Mind Stone Crisis
Steve and Shendu identify the Mind Stone as a likely target behind the alleged infiltration. Shendu infiltrates S.H.I.E.L.D. with access credentials and Natasha's map, steals the stone while disguised as Fury, and escapes through invisibility, transformation, and a duplicate decoy 29 31 32.
Fury later interrogates Steve and Shendu for three days over possible Chitauri replacement before clearing them. He offers Valmont a position in S.H.I.E.L.D., but Valmont initially refuses, citing the agency's suspicion and willingness to treat people as disposable pawns 34.
After Shendu absorbs the Mind Stone, Fury's agents respond to the resulting energy fluctuations. Fury interprets Shendu's staged weakness after a Chitauri attack as evidence that he needs protection and support 35.
Forced Recruitment of Valmont
Fury subsequently compels Valmont to sign an indefinite S.H.I.E.L.D. employment contract. The contract is infused with Mind Stone power intended to punish any thought of harming S.H.I.E.L.D.; because Shendu has already absorbed the stone, the safeguard is ineffective 36.
Fury then orders Valmont to use his ability over inanimate objects to operate the control mechanism for global missile stockpiles, making him central to S.H.I.E.L.D.'s escalating use of military force 36.
Fury's Consolidation of Power
Fury uses S.H.I.E.L.D.'s missile capability to threaten shareholders and destroy their facilities, coercing them into transferring their authority to him. This leaves Fury as the organization's sole ruler 37.
Under Fury, S.H.I.E.L.D. begins operating outside normal military authorization:
- It launches missiles at a shareholder's factory and chemical plant to enforce Fury's demands 37.
- Fury orders two unauthorized missile strikes against evacuated military depots as a warning to General Ross 42.
- The agency freezes military funds and seeks leverage over senior officers, treating military resistance as a security threat 41.
- Fury orders internal dissenters transferred for interrogation and removes Hill from core positions 40 41.
- Communications with the military sharply decrease, while communications with the federal government are cut off 38.
Relationships
- Nick Fury — Director who becomes S.H.I.E.L.D.'s sole authority; he forces Valmont into the organization and uses its resources to pursue control over the military 36 37 41.
- Phil Coulson — Senior agent who leads the Quill-family inquiry and later carries out Fury's orders with growing unease 14 15 38.
- Steve Rogers — Agent and Captain America; he supports internal investigations but becomes distrustful of S.H.I.E.L.D. during the mole crisis 21 24.
- Natasha Romanoff — Level 7 agent involved in archive investigations, interrogations, and reports on suspected Chitauri-Hydra connections 22 23 35.
- Tony Stark / Stark Industries — Technical partner whose systems support parts of S.H.I.E.L.D.'s infrastructure; relations deteriorate after Fury attempts to seize Stark technology 22 38 39.
- Valmont / Shendu — Initially monitored as a potentially valuable ally, then forcibly recruited. Fury considers his object-control ability essential to S.H.I.E.L.D.'s military ambitions, unaware that Shendu is manipulating him 21 36 37.
- General Ross and the military — Increasingly hostile counterpart after S.H.I.E.L.D. freezes military funds and attacks military depots 41 42.

Mind Stone Theft and Recruitment
S.H.I.E.L.D. becomes the battleground for the Mind Stone's theft. Fury attempts to secure Valmont's loyalty through an enchanted employment contract and gives him access to the agency's missile-control infrastructure 31 36.
Authoritarian Expansion
With Fury in sole control, S.H.I.E.L.D. escalates from internal purges to coercion of shareholders, pressure against the military, and unauthorized missile strikes. Shendu eventually turns against Fury while working with Tony Stark 37 43.
