Background / History

During the Battle of New York, Steve prioritizes evacuating civilians into the subway tunnels while fighting Chitauri. Shendu, then a wounded dragon pretending to be harmless, approaches him for protection; Steve drives off the Chitauri attacking Shendu and brings him to safety despite uncertainty over his origins. 1 2

Steve accepts Shendu's claim that he arrived from elsewhere and interprets Shendu's accidental intervention against Chitauri as an act of rescue. He brings him deeper into the tunnels, introduces him to Natasha Romanoff and Bruce Banner, and begins treating him as a potential ally. 3 4

When a nuclear missile approaches Times Square, Steve witnesses Shendu use the Mouse Talisman's power to animate wreckage and destroy it. Though the blast still kills more than three thousand people, Steve recognizes that Shendu prevented a vastly greater catastrophe. 6

After the battle, Steve acts as Shendu's guardian and interpreter during S.H.I.E.L.D.'s cleanup efforts. He supports “Valmont” after Shendu changes into a human form, investigates the supposed S.H.I.E.L.D. mole alongside Tony Stark and Natasha, and increasingly places faith in Valmont over the organization itself. 8 20 21 24 30

Shendu exploits Steve's trust throughout the mole investigation. Under the effect of Shendu's Cursed Doll, Steve experiences escalating misfortune, believes he has been exposed, and provides Shendu with an access card and map to the Mind Stone's location. 30 31

Steve is lured into a factory by a staged hostage situation. While temporarily empowered by the Mind Stone, he sees through the false Chitauri disguises—but discovers that Shendu orchestrated the entire scheme. Shendu reveals his true identity, captures and tortures Steve, and uses Natasha's apparent betrayal to destroy his remaining confidence in Fury and S.H.I.E.L.D. 33

Even after the deception, Steve returns to S.H.I.E.L.D. with Valmont and remains involved in Fury's operations. He later assists Fury, Ross, and others in escaping Shendu's forces. 34 41 45
