Ursus is formally ruled by its Emperor, who seeks to improve conditions for the Infected and uses Rhodes Island’s public presence to draw attention to the issue. His decrees concerning Infected workers have had limited effect beyond Saint Petersburg, as major dukes and nobles continue enforcing their own policies 69.

Society and the Infected

Ursus’s persecution of the Infected is a central domestic crisis. The Empire’s treatment of Oripathy is described as having become a social and political issue rather than remaining solely a medical one 1 69.

• Major nobles continue harsh anti-Infected practices despite imperial decrees intended to improve the treatment of Infected workers 69.
• Limited access to education and information makes public reform difficult; radios common in Columbia are luxury goods in Ursus 69.
• Infected communities on the northwestern snowfields suffer from hunger, cold, inadequate medicine, and exclusion from ordinary society 103.
• The Old Nobility’s policies are suspected of deliberately separating Infected people from the general population and preventing northern Infected laborers from leaving the snowfields 92.
• Rhodes Island enters Ursus at the Emperor’s invitation to provide Oripathy education, humanitarian assistance, and treatment in rural areas 82 104.

Military

Ursus maintains regular military forces, warships, patrol vessels, elite formations, and the Inner Guards. Its military authority is fragmented by noble influence and factional rivalries.

• A hostile border patrol attempts to extort Rhodes Island and inspect its Infected personnel despite the organization carrying imperial authorization 82.
• Ursus regulars participate in attacks against the Reunion Movement, including operations supported by casters and Carrion Eaters 124.
• The Third, Sixth, and Eighth Armies are suspected of gathering in southwestern Ursus during the civil war, prompting neighboring states to mobilize 207.

Northwestern Snowfields

The northwestern snowfields are a major center of Infected displacement, poverty, and military tension. They are marked by severe cold even in summer, limited infrastructure, and settlements struggling with insecurity and resource shortages 87 98 103.

• The region is home to Reunion Movement groups, Yetis, Shieldguards, villages, military patrols, and fleeing Infected civilians 101 104.
• Emperor’s Blades and other forces are linked to Pollution incidents that leave corpses contaminated or transformed by Dominion 101 112 113.
• Despite Ursus’s reputation for barren snowfields, parts of its territory have fertile black soil and complex ecosystems 132.

Chernobog

Chernobog is an Ursus city with a distinct political position and a strategic energy source derived from a Previous Civilization device 208 214.

• The city is ruled by Marquis Boris, whose forces include military police and private soldiers 214 216 219.
• Its architecture combines older Ursus classicism, New Ursus styles, imperial influences, structuralism, and pragmatic concrete construction 216.
• Chernobog contains the Sarcophagus Laboratory ruins, the site of a military massacre of Ursus citizens more than a decade earlier 217.
• The city becomes a focal point of military pressure as the Third Army enters its vicinity and public security deteriorates 218.

Relations with Rhodes Island

• Rhodes Island — Invited by the Emperor to conduct Infected aid and public-outreach work, but repeatedly obstructed by local military forces and the Old Nobility 69 82 214.
• Columbia — Columbia’s interests and Nana’s involvement give Rhodes Island leverage against direct Ursus military intervention; Columbia also receives Ursus Infected through resettlement efforts 70 134.
• Reunion Movement — Rhodes Island cooperates with the Yetis and Shieldguards to treat Infected people while publicly maintaining the appearance that assistance was coerced, avoiding direct interference in Ursus politics 104 107.
• Kazdel factions — Ursus territory becomes a theater of pursuit and conflict involving Sarkaz military forces, refugees, Carrion Eaters, and Bloodfiend interests 87 113 134.
