Government and Society

Ursus is shaped by a militaristic culture in which the military-merit system remains a fundamental institution: people below seek advancement through war, while those above use war to secure their positions. The imperial capital has limited control over old noble families stationed far from it, particularly near the Great Yan border. 28 166

Old Nobility and the Emperor

The country is divided between the young Emperor and entrenched old nobles. The Emperor waits for the nobles to make a mistake before moving against them, while the nobles seek greater military power and political leverage. 152 198

The old nobility covertly tolerates or cooperates with forces such as Mephisto's New Reunion Movement when doing so serves its interests. Their plans include creating a powerful enemy to justify military expansion against the Emperor's wishes. 182 198 202

Treatment of the Infected

Ursus severely oppresses and marginalizes the Infected. Fear and rejection of the Infected are widespread, making it difficult for groups such as the Reunion Movement to obtain food, shelter, or public support. 28 59

• The military regularly conducts campaigns against the Reunion Movement and treats Infected encountered during such operations as potential targets. 34 183

• “Ursus” can refer both to the country and to an Ursus individual or ethnic identity. Atatos identifies himself as an Ursus while explicitly denying any connection to the country of Ursus. 166
