Amiya is Rhodes Island's young leader. While Outcast mentors her in management and decision-making, Amiya is expected to make judgments independently rather than defer to senior operators. During the arrival of Suika's group, she verifies their identity and follows reception protocol herself, demonstrating an orderly but still developing leadership style 78.

She invites Suika to join Rhodes Island without requiring her to abandon her work as a Catastrophe Messenger. Amiya frames Rhodes Island's mission as helping kind people and the Infected, while offering operators access to supplies, regional offices, and temporary mission support 81.
