Background / History
Sengoku, Zephyr, and Tsuru graduated from the Military Academy in the same class. Decades of fighting together made them close comrades, and Sengoku continued to accept informal treatment from them after becoming Fleet Admiral 248.
As an Admiral, Sengoku recommended adding cultural courses to the academy curriculum. Because students’ results were highly polarized, these grades became supplementary measures of talent rather than graduation requirements 31.
Kong chose Sengoku as his successor because he understood compromise, political maneuvering, and the organization’s broader interests. Kong considered Zephyr too soft-hearted for the position, whereas Sengoku could manage both overt and covert schemes 147.
His succession began with delegated authority and an internal anti-corruption campaign. The purge also created lasting political enemies among powerful families whose connections extended into the World Government 148 245.
Appearance
- Glasses: Wears glasses that he adjusts while conducting official business 277 465.
- Beard: Has a long goatee reaching his chest, which he strokes while speaking 436.
- Marine coat: Wears a Justice coat over his shoulders and hangs it up when entering his office 153.
- Large hands: His right hand is described as fan-sized when he strikes the conference table 148.
- Great Buddha form: Transforms into a gigantic golden Buddha surrounded by brilliant golden light 443.
Personality
Sengoku judges people by their usefulness to the Marines rather than by moral purity alone. After learning that nineteen-year-old Sephiroth could fight Sakazuki nearly evenly, he suspended plans to punish him and chose a private warning instead. His priority was avoiding the creation of another Admiral-level enemy 153.
His public commitment to justice coexists with deliberate manipulation. He praises Sephiroth as a future pillar of the Marines while privately intending to restrict his advancement and remove him from the center of power. He initially plans to deny Sephiroth an Admiral position regardless of his eventual strength 153 157.
Institutional constraints frequently frustrate him. Aristocratic factions, national interests, and World Government interference limit his freedom to act, leaving him envious of Garp’s comparatively carefree life. Under extreme pressure, he loses his temper badly enough to smash office furniture 245 433.
He nevertheless recognizes the Marines’ failings. He seeks better benefits for serving and disabled personnel, cannot refute Sephiroth’s criticism of Celestial Dragon control, and eventually accepts a major transfer of authority to preserve the organization 333 465.
Abilities & Skills
Great Buddha Transformation
The Human-Human Fruit, Mythical Zoan, Great Buddha Form allows Sengoku to become a gigantic golden Buddha 443.
- Great Buddha Shockwave: Delivers a palm attack capable of destroying a Pacifista with one hit 433.
- Haki combination: Uses the shockwave alongside Conqueror’s Haki infusion when meeting Whitebeard’s weapon head-on 443.
- Great Light Palm: Condenses dazzling golden light in both palms and unleashes numerous palm strikes aimed at his opponent’s vital points 448.
Haki
Sengoku combines Haki with both physical techniques and his Devil Fruit attacks 31 443.
- Armament Haki: Coats his body defensively and gathers Haki into his palms to strengthen attacks 448.
- Conqueror’s Haki infusion: Wraps his palms in dark crimson lightning during his clash with Whitebeard 443.
- Offensive concentration: Abandons his defensive Haki coating to maximize Great Light Palm’s attack power, leaving himself more exposed 448.
Six Powers and Close Combat
Zephyr names Sengoku among the Marine veterans whose combined mastery of the Six Powers and Haki can defeat most powerful fighters and Devil Fruit users 31.
- Catches Whitebeard’s descending Murakumogiri with his bare hands when he has no room to evade 448.
- Remains a top-tier combatant in old age, but explicitly acknowledges a substantial decline from his younger strength 433.
- Cannot sustain an even battle against Whitebeard during the Summit War; prolonged Tremor-Tremor Fruit attacks leave him bleeding and increasingly overpowered 448.
Strategy and Personnel Management
Sengoku manages competing Marine factions, evaluates military resources, and negotiates with troublesome but valuable allies 153 245 436.
- Risk assessment: Refuses a full-scale war against Kaido without a reliable means of preventing his escape and subsequent retaliation 245 256.
- Personnel development: Plans to build Rosinante’s experience and connections before advancing him toward a Vice Admiral position with real authority 226.
- Battlefield deployment: Places the Shichibukai at the front of Marineford’s defenses to force their participation and discourage betrayal 439.
- Political compromise: Uses an apparent demotion to give Sephiroth greater local authority while satisfying demands for punishment 256.
Equipment / Items

- Glasses: Worn during meetings and administrative work 277 465.

- Tea set: Regularly brews tea during discussions with officers and old comrades 157 333.
- Personnel dossiers and intelligence files: Consults Zephyr’s evaluation, corruption records, and photographic evidence when deciding how to handle Sephiroth 153 157 158.

- Sakazuki / Akainu — Subordinate and leader of the anti-corruption investigation. He follows Sengoku’s orders despite disliking Sephiroth, then increasingly challenges Sengoku with aggressive proposals concerning the New World 148 153 256.
- Karl D. Sephiroth — Initially a suspect whom Sengoku seeks to contain; later a negotiated ally, financier, and successor. Sengoku’s original refusal to promote him to Admiral is overturned by the Marines’ postwar dependence on Umbrella Corporation 153 157 465 466 485.
- Whitebeard / Edward Newgate — Longstanding rival and Summit War opponent. Sengoku reflects on the end of their conflict with melancholy after Whitebeard’s death 442 448 455.
- Five Elders — Former ultimate superiors. They override Marine procedures, reject welfare improvements, and rebuke his war planning; Sengoku later cooperates with efforts to monitor their attempted return to power 226 333 433 476.
Story Role / Major Arcs

- Announces a purge targeting embezzlement, bribery, and exchanges of money for influence, with Akainu leading the investigation 148.
- Watches Sephiroth’s battle with Akainu and is shocked by a pure-Haki slash that he is not certain he could block himself 152.
- Reconsiders punishment after Akainu’s report establishes Sephiroth’s Admiral-level strength and ability to escape by flight 153.
- Confronts Sephiroth with evidence of corruption and his relationship with Pirate Empress Boa Hancock, abandoning polite persuasion when Sephiroth continues professing loyalty 157 158.
Early Fleet Admiralship and the Kaido Crisis
- Questions Doflamingo’s Shichibukai appointment because the World Government bypasses the normal Marine review process and pardons his crimes 226.
- Orders the G-5 survivors to withdraw after receiving a report that Kaido has defeated Sephiroth. He chooses to abandon Sephiroth rather than commit the Marines to an unprepared war 245.
- Learns that Sephiroth’s apparent defeat involved a clone, but maintains the withdrawal order 248.
- Receives instructions to apologize to the Prodence Kingdom, compensate Pollock Island’s losses, and minimize the incident’s public impact 254.
- Assigns Sephiroth to the East Blue 16th Branch as a nominal punishment, grants his requested leave, and later promotes him to Vice Admiral and G-4 commander with Kong’s backing 256 277.
Academy Problems and Sephiroth’s Departure
- Reports that the Five Elders rejected his request to improve benefits for active personnel and Marines discharged through injury or disability 333.
- Cannot rebut Sephiroth’s argument that the Marines’ justice is subordinate to the Celestial Dragons’ interests 333.
- After Zephyr steps down, compromises by appointing aristocratic Vice Admiral Simon Amanen as chief instructor. Amanen replaces practical combat assessments with departmental placements that favor well-connected students 348.
- At Sephiroth’s departure, realizes that his professed “Flexible Justice” had been a sustained criticism of the Marines’ compromises 349.
Summit War Preparations
- Receives Blackbeard’s offer to exchange the captured Ace—and information identifying him as Roger’s son—for a Shichibukai position 430.
- Plans to use Ace as bait to eliminate Whitebeard, but the participation of Kaido and Big Mom turns the operation into a much larger crisis 433.
- Requests support from the Five Elders and receives 300 Pacifistas rather than the additional high-end combatants he seeks. Kong independently offers to fight alongside him 433.
- Offers to recall Sephiroth as a Vice Admiral with unusually broad operational freedom 435.
- Allows Sephiroth to kill Bondi Walde inside Impel Down in exchange for his full effort in the war, despite recognizing the danger posed by the Double-Double Fruit’s reincarnation 436.
- Insists on publicly revealing Ace’s parentage and broadcasts the execution proceedings worldwide 440 441.
Battle of Marineford
- Takes the field personally after Whitebeard defeats Akainu. With Garp unwilling to act and Zephyr weakened, Sengoku transfers command and coordination to Kong 443.
- Fights Whitebeard in Great Buddha form, combining shockwaves with Conqueror’s Haki infusion 443.

- Struggles to defend the World Government after Sephiroth presents photographs of the God Valley massacre 463.

Retirement and Succession
- Announces his retirement at age 78 in Sea Calendar 1521 and presents a strength-based competition as the method for choosing his successor 485.
- Privately considers Sephiroth more suitable than the other Admirals because he is strategic, ambitious, and willing to compromise. Umbrella Corporation’s financial control is another decisive factor 485.
- Accepts Kizaru’s withdrawal from the contest; Sephiroth then challenges Akainu and Aokiji together and defeats both 486 488.
- Is succeeded by Sephiroth at a publicly broadcast appointment ceremony conducted by Kong 489.
