Background / History

Rochi was an adult from Earth before being struck by an out-of-control dump truck and reincarnated in the One Piece world. Reborn as the son of Ron and Mary in Locke Village, he retained his adult memories and gained the Emperor Leveling System, which awards experience for killing hostile living beings. Its Supreme Beginner Gift Pack remained locked until he reached fifteen and selected an alignment. 1

Unable to rely on the system as a child, Rochi trained obsessively from the moment he could walk. By age six, he practiced weighted runs, push-ups, squats, rock climbing, and other self-devised conditioning methods; by ten, he was diving into dangerous waters, and by thirteen he was fighting wild boars barehanded. 2 4

His father Ron was forcibly conscripted by the World Government alongside nineteen other men from Locke Village. Rochi did not attempt a futile rescue, recognizing that a child could not overcome armed soldiers, but the incident hardened his resolve to obtain power and protect his family. 3 4

At fifteen, Rochi shattered a hundred-pound black iron test stone with one punch and entered the Marines. He accepted enlistment not out of loyalty to Marine justice, but because the organization gave him access to pirate battles, stronger enemies, and the faction choice needed to unlock his system rewards. 5 6 22

Appearance

Rochi grows from a physically imposing fifteen-year-old recruit into an eighteen-year-old Marine officer over two meters tall. His build is lean but explosively muscular, shaped by years of extreme training. 6 23 26

  • Dark, deep-set eyes that become crimson when his Sharingan is active. 8 20
  • Broad, callused hands from lifelong physical training. 6
  • Frequently appears in blood-soaked Marine uniforms after combat. 12 21
  • Wears a Colonel-level uniform and a Justice coat by age eighteen. 26
  • Possesses an oppressive killing intent that unsettles villagers, Marines, and pirates alike. 12 15 21

Personality

Rochi is intensely ambitious, pragmatic, and single-minded in his pursuit of strength. From childhood, he refuses to entrust his fate to chance, training relentlessly even while the Emperor Leveling System is locked. He seeks power both to prevent his family from suffering helplessness again and to overturn those who stand above him. 1 2 4

He is calm under pressure and does not confuse recklessness with courage. During Ron’s conscription, he remains hidden rather than charging armed World Government soldiers; later, he stays composed when demoted upon arriving at Marineford. 3 16

In battle, Rochi becomes openly exhilarated by killing hostile opponents for experience. He views pirates as “experience packs,” pursues combat over safe assignments, and often disregards orders or his subordinates’ interests to secure kills himself. 9 18 22 30

As a commander, he is ruthless and authoritarian. He uses fear to subdue the corrupt G-8 Branch, authorizes the execution of resisters, and imposes punishing training standards. 29 30

Abilities & Skills

Emperor Leveling System

A system bound to Rochi’s soul that grants experience for killing hostile living creatures.

  • Raises his level after sufficient experience is accumulated, providing comprehensive physical enhancement. 1
  • Can potentially reward top-tier Devil Fruits, the Three Haki Types, or peerless swordsmanship upon leveling. 1
  • Experience gained from weaker enemies decreases sharply as his level increases. 13 22 30
  • Does not reward him for non-hostile acts such as catching thieves or mediating fights. 9

Sharingan

Rochi receives a One-Tomoe Sharingan upon reaching the Marine base. He conceals it initially to avoid attention. 7

  • Enhances dynamic vision, making fast attacks appear substantially slower. 8 20
  • Reads muscle movements, force direction, attack trajectories, and openings. 8 20 25
  • Allows him to evade bullets and close-range attacks with minimal movement. 11 14
  • Can replicate observed combat techniques, as shown when he reproduces Baron’s Shatterrock Grand Cannon and throwing technique. 20
  • Cannot completely overcome opponents whose speed or power exceeds his physical limits. 14

Observation Haki

Rochi unlocks Basic Observation Haki at Level 11. 12

  • Detects dangerous presences and incoming attacks. 13 18
  • Complements the Sharingan by helping him predict opponents’ movements. 14
  • Develops into advanced Observation Haki during his three years under Sakazuki. 26

Armament Haki

Rochi begins learning Armament Haki under Sakazuki after recognizing that physical strength alone is inadequate against New World fighters. 22 26

  • Achieves the threshold of Armament Haki Hardening after observing Sakazuki’s technique and attempting it once. 26
  • Develops intermediate Armament Haki over the following three years. 26
  • Initially lacks the means to directly counter an Armament-Haki-coated weapon. 25

Basic Hand-to-Hand Combat Mastery

A system-granted martial arts foundation that lets Rochi coordinate his entire body for efficient force generation. 7

  • Concentrates full-body power into punches, kicks, elbows, knees, and throws. 8 11 14
  • Enables precise deflection, counterattacks, and exploitation of blind spots. 8 25
  • Makes every part of his body a lethal weapon in close combat. 11 18
  • Forms the basis for his unarmed victories over pirate captains and Marine Headquarters personnel. 14 20 25

Physical Strength and Endurance

Years of self-imposed training and repeated level advancement give Rochi exceptional physical ability.

  • Shattered a hundred-pound black iron stone with a single punch at age fifteen. 6
  • Fought a scarred Marine instructor to nine exchanges before being restrained by a locking technique. 8
  • Killed thirteen elite pirates barehanded during his first major mission. 11 12
  • Endured Major Kuhn’s Tempest Kick: Sky Slicer despite severe injuries. 14
  • Continued fighting after Baron broke three of his ribs, killing the pirate by crushing his throat. 20
  • Can perform extreme training repetitions with multi-ton equipment. 23 27

Equipment / Items

  • Marine uniforms, progressing from probationary recruit attire to a Headquarters Colonel uniform. 9 26
  • Justice coat worn as a Headquarters Colonel. 26
  • Emperor Leveling System interface, visible only to Rochi. 1

Relationships

  • Ron — Father and Locke Village’s chief. Ron’s forced conscription drives Rochi’s resolve to become strong enough to protect his family. 1 3 4
  • Mary — Mother. Rochi shows rare softness toward her and returns to Locke Village with money and food after entering the Marines. 6 15
  • Roski — Older sister. Rochi protects her during the conscription crisis; she remains proud of his rapid rise. 2 15
  • Sakazuki — Mentor and commanding Admiral. Sakazuki recognizes Rochi’s killing intent, trains him harshly in Haki, and considers him an exceptional talent. 21 24 26
  • Vice Admiral Karon — Elite Training Camp commander who recruits Rochi to teach him Haki and the Six Powers. 22 23
  • Major Lace — Rochi’s adjutant at G-8. She initially underestimates him, then becomes a loyal and fearful subordinate after witnessing his strength and methods. 27 29
  • Rear Admiral Rex — Senior Marine who recognizes Rochi as a “born killer” during the Mad Axe Pirates operation and supports his promotion. 18 21
  • Bart and Moore — Fellow Locke Village recruits who admire Rochi’s strength and accomplishments. 8 12

Story Role / Major Arcs

Locke Village

Rochi is reborn in Locke Village, discovers the Emperor Leveling System, and spends his childhood training while awaiting the locked gift pack. Ron’s forced conscription gives his pursuit of power a personal purpose. 1 2 4

East Blue Marine Service

After destroying the recruitment test stone, Rochi becomes a Marine recruit. He demonstrates the Sharingan and Basic Hand-to-Hand Combat Mastery during the instructor’s test, then rejects safe patrol work in favor of pirate suppression. 6 9

On Oak Island, he kills thirteen pirates alone and begins his rapid rise through the East Blue ranks. His relentless pirate hunting earns him the title “Grim Reaper,” advancement to Warrant Officer, and Basic Observation Haki. 10 12

Marine Headquarters and the Mad Axe Pirates

Rochi impresses Headquarters officers in a spar with Major Kuhn, survives a Tempest Kick, and receives the opportunity to transfer to Marineford. 13 14

Assigned under Sakazuki, he joins the assault on the Mad Axe Pirates. He kills “Bison” Baron, massacres more than 1,300 pirates, and is promoted first to lieutenant commander and then to lieutenant. 20 21 22

Sakazuki’s Training

Rochi accepts Sakazuki’s personal training in the New World instead of remaining at the Elite Training Camp. Across three years, he learns Armament Haki, advances his Observation Haki, reaches Level 40, and earns promotion to Headquarters Colonel. 24 26

G-8 Branch Command

Fleet Admiral Sengoku transfers Rochi to command the corrupt G-8 Branch and secretly authorizes him to cleanse it by any means necessary. Rochi crushes Deputy Commander Bard’s defiance, orders resistance met with execution, and remakes the branch under harsh discipline. 27 29 30

His command style causes growing resentment: he claims every pirate kill for himself, prohibits his soldiers from fighting, and deprives them of military merit. 30

Notable Quotes

“Here, there is only my rule!” 30

Trivia

  • Rochi’s system initially describes him as too weak to defeat a seagull. 1
  • He was already capable of beating three wild dogs barehanded at age six. 2
  • He relies primarily on unarmed combat rather than muskets, swords, or other standard Marine weapons. 11 12
  • His killing of Baron grants him 100 experience points and restores half of his physical condition despite his severe injuries. 20
