History
Conscription of Locke Village
The World Government Army imposed a compulsory levy on Locke Village, demanding twenty able-bodied young men within a day. Its officer rejected Village Chief Ron's offer of 500,000 Beli, seized the money as a fine, beat Ron unconscious, and threatened to raze the village if the quota was not met. 2 3
Ron and nineteen other villagers were subsequently forced aboard a World Government ship. Soldiers used rifle butts to drive back their families as the ship departed. 4
Military Administration
Marine Headquarters maintains authority over branch personnel and deployments. It reassigned Rochi from the East Blue to Marineford, placed him under Admiral Sakazuki's New World fleet, and later appointed him commander of the G-8 Branch. 15 16 27
When G-8's entrenched corruption was exposed, Fleet Admiral Sengoku authorized Rochi to use any means necessary—including killing corrupt Marines—to restore order. Conflict with Rochi
After Roski's sacrifice killed C-4 and C-5, the World Government mobilized CP0 and dispatched three special warships to G-8. CP0 commander Withered Bone ordered Rochi to surrender the Memory Crystal and submit to judgment, threatening to execute all resistance and erase the entire branch. 43 45
Rochi resisted with the Mangekyo Sharingan and Susanoo, destroying a CP0 warship and killing a deputy commander. Withered Bone ultimately tore out Rochi's heart, after which CP0 forces destroyed G-8 and massacred its resisting Marines. 46 48
