Appearance

Withered Bone is a gaunt, shriveled man with a skull-like face and a body covered in severe scars. He initially wears a white cloak, but removes it before personally engaging Rochi. 47

Personality

Withered Bone believes the World Government's authority cannot be challenged and treats both enemies and subordinates as expendable tools. He orders the destruction of G-8 after its Marines rebel rather than tolerate defiance. 46 48

He is obsessively interested in Rochi's powers. After witnessing the Mangekyo Sharingan and Susanoo, he abandons the immediate objective of recovery in favor of capturing Rochi alive for dissection and research. 47 Even after Rochi revives with divine water-based power, Withered Bone responds to fear with arrogance and escalating violence. 50 51

Story Role / Major Arcs

Assault on G-8

Following the loss of Cipher Pol agents C-4 and C-5 and the recovery of Roski's crystal, the Cipher Pol commander summons Withered Bone, CP9, and a new-model warship for an operation against Rochi and G-8. 44

At G-8, Withered Bone declares that the World Government's authority cannot be challenged and orders Rochi, the branch, and the Illusion-Illusion Fruit crystal taken. Rochi's Mangekyo Sharingan, Susanoo, and Amaterasu initially destroy a warship and kill a CP0 deputy commander. 46

Battle with Rochi

Fascinated by Rochi's ocular powers, Withered Bone orders him captured alive and intends to dissect him for research. He withstands Rochi's initial Susanoo assault, then exploits the backlash from Rochi's exhausted Mangekyo Sharingan to overpower him in close combat. 47

When Rochi continues resisting, Withered Bone uses Void Heartbreaker to remove his heart and sends him into the sea. He then orders the recovery of Rochi's corpse and the crystal; the outraged G-8 Marines rebel, prompting Withered Bone to order the complete destruction of the branch. 48

Death

Rochi returns after inheriting the Rain Deity's power, with a regenerated Water Heart, command over seawater, and a vastly larger complete Susanoo. Withered Bone leads the surviving CP forces in a final attack but cannot exhaust Rochi's restored reserves. 50 51

Withered Bone sacrifices his lifespan through Asura Bone Burial, only for Rochi to counter with more than ten thousand water dragons. His body, Haki, and ultimate technique are ground into dust, leaving no remains. 51
