Background
Noki was raised within the Marines after being born from the forbidden relationship between the Marine officer Cudilia Rogers and the Celestial Dragon Anasiah. Because he was considered illegitimate by the Celestial Dragons, he could not be raised in Mary Geoise and instead entered the Marines under his father’s care 34.
Rogers rose from an ordinary junior officer to Vice Admiral before supposedly dying alongside his crew while fighting Catarina Devon. Noki later learns that the official account may be false and suspects that Celestial Dragons or World Government agents arranged his father’s death 29 34.
Sakazuki is an uncle-like influence in Noki’s life and subjected him to harsh training when he was young. Noki adopted much of Sakazuki’s uncompromising attitude toward pirates, though he does not follow that philosophy without question 7 17 32.
Noki and Ain have known each other since childhood. By preventing the tragedy involving Weevil that would have changed her life, Noki preserved Ain’s cheerful personality and established the basis for their long-term relationship 2.

Personality
Noki is ambitious, disciplined, and intensely competitive. He postponones marriage to Ain until he considers himself strong enough to stand at admiral level and protect a future family 6 18. He actively seeks stronger opponents, including Kizaru, Bogard, Garp, and Shiryu, using losses and pain as opportunities to improve 5 6 29 49.
As a commander, he values capability, order, and results. He recruits talented criminals such as Bartolomeo, Burgess, and Van Augur when he believes their abilities can be redirected into useful service, but imposes harsh discipline on subordinates who endanger civilians or discredit the Marines 11 23 37.
Noki’s justice is severe toward pirates. He considers execution a stronger deterrent than imprisonment and annihilated the Krieg Pirates after refusing their surrender 8 25. However, he distinguishes between present crimes and possible futures: he repeatedly spares Ace because Ace has not yet become a pirate, and he refuses to destroy Little Black after recognizing it as an innocent living being 26 31.

Dark-Dark Fruit
Noki wields the Dark-Dark Fruit, a darkness-based Devil Fruit with gravitational, absorption, nullification, and extraction properties. Unlike ordinary Logia users, he cannot become intangible, but his darkness can absorb attacks and matter into an internal space 5 12 48.

He expands his force by recruiting Bartolomeo and Dezaya, establishes a bounty-sharing arrangement with Dadi, and discovers that the Dark-Dark Fruit can extract Devil Fruit powers from defeated users 9 11 12.
East Blue Campaign
After Arlong destroys a Marine warship, Noki leads an expedition against the fish-men and exposes Colonel Nezumi’s corruption. He executes Nezumi, orders restitution for the villages harmed by Arlong, and installs Ain as Loguetown’s vice base commander 14 17.
When Krieg attacks Loguetown with a fleet of nearly fifty ships, Noki protects the city from bombardment, annihilates the Krieg Pirates, and kills Krieg after absorbing his poison gas attack. The massacre sharply reduces piracy in the East Blue but leaves Noki disturbed by how much he enjoyed killing 25.
Return to Headquarters
Marine Headquarters recalls Noki after East Blue becomes unusually stable. He brings Tashigi, Dezaya, Bartolomeo, Nami, Tereina, Carmen, and selected recruits into his Headquarters unit, while leaving Carter behind to protect Loguetown under Smoker 26 27.

Noki becomes involved in Alabasta’s conflict with Baroque Works, investigates Nico Robin, and rejects Doflamingo’s offer to form a Devil Fruit-hunting alliance. Although he rejects piracy openly, he decides to pursue his own independent power base 39 42.
