Background / History
After the Moss Pirates destroyed the 77th Marine Branch, Fleet Admiral Sengoku sent Smoker an intelligence report and ordered heightened caution. Smoker concluded that Mark was an unpredictable threat whose actions could destabilize the East Blue, and resolved to destroy the Moss Pirates if they entered Loguetown. He also knew that openly targeting Gaban, Mark's adoptive father and a former Roger Pirate, could provoke a major sea war. 31
When the Moss Pirates arrived in Loguetown, Smoker chose not to deploy his full force. Suspecting Mark was a Logia user, he instead ordered Tashigi to help evacuate civilians, recognizing that ordinary Marines would be ineffective and could become a liability. 35
Smoker confronted Mark at Roger's execution platform and attempted to stop Daisy and Chiu Chiu from escaping. He underestimated Mark's ability to use Armament Haki, suffering a bone-deep axe wound and losing his Seastone Jitte to Mark. 36
After Tashigi was killed by Mark, Smoker abandoned his usual restraint and transformed into an enormous field of white mist to assault him with repeated White Fists. The attack injured Mark several times but exhausted Smoker, allowing Mark to strike him with Dark Emperor. Smoker survived the blast that destroyed much of Loguetown, but was incapacitated before Hina's arrival prevented Mark from executing him. 37 38

Personality
Smoker is uncompromising toward pirates and regards Mark as a dangerous source of instability rather than merely another East Blue criminal. He believes pirates such as Mark belong on the gallows and intended to send him to Impel Down. 31 36
He is also tactically capable. Before confronting the Moss Pirates, Smoker recognized that an enemy suspected of being a Logia user could not be handled effectively by ordinary soldiers, so he prioritized civilian evacuation over assembling a large Marine force. 35
However, he can become reckless when emotionally overwhelmed. Tashigi's death drove him into a rage, causing him to overextend his Smoke-Smoke Fruit powers until his stamina was depleted. 37
