Appearance

Gotham is a perpetually gloomy, rain-soaked city of dark clouds, Gothic rooftops, narrow streets, and damp alleys. Its architecture has evolved around its harsh weather: buildings are tall and narrow, roofs are steeply sloped for drainage, and gargoyles provide natural anchor points for vigilantes moving across the skyline 2 8 312.

History

Flashpoint Gotham

The earliest depicted Gotham exists in the altered Flashpoint timeline created after Barry Allen changed the past to save his mother. Bruce Wayne died in the alley, Thomas Wayne became Batman, Superman is absent, and the city is shaped by a darker version of its vigilante protector 10.

Thomas Wayne’s Gotham is dominated by a three-way arrangement between the Wayne family, Penguin’s criminal empire, and public-safety commissioner Harvey Dent. Dent privatizes the police force, leaving security companies—particularly Wayne Security—to perform much of the city’s policing 13 14.

During Christmas, Joker, Toyman, Black Mask, Bane, and other criminals drive the city into open crisis. Blackgate falls to a prison riot, City Hall is attacked, and a skyscraper is destroyed before Batman captures most of the major offenders; Toyman disappears from Blackgate’s chapel 38 45 52.

After Joker’s “Victory”

In a later Gotham, Joker murders Commissioner James Gordon before Batman kills him. Joker’s hidden toxin transforms Batman into the Batman Who Laughs, combining Batman’s strategic ability with Joker’s brutality 243.

The Batman Who Laughs seizes Arkham Asylum, massacres its staff, and sets out to “cleanse” a city he considers irredeemably corrupt. With Gordon and Batman gone, Gotham’s remaining protectors are forced to inherit their roles, most notably Barbara Gordon as Batgirl 245 246.

Toy Gotham

Another Li Zu eventually transforms nearly half of Gotham into toys, creating a sealed “Toy Gotham” zone. The crisis is severe enough that Batgirl, Huntress, Hawkgirl, and the original Li Zu form a team to enter the affected area and confront its creator 369 370 371.

The city’s own will later manifests as a shapeshifting woman, identifying herself as Gotham and calling Li Zu “Lord from Gotham City.” She recruits him to deal with demons threatening the city 425.

Black Lantern Crisis

Gotham is overrun by Black Lanterns when the dead begin resurrecting as hostile undead. Black Lantern versions of Nightwing and Robin nearly kill Batgirl and Huntress, while Toyman discovers that transmuting a Black Lantern’s body into plastic can neutralize its ring 550.

Government and Law Enforcement

Privatized Police System

In Flashpoint Gotham, Harvey Dent’s police-privatization contracts reduce much of the police force to corporate security. Wayne-affiliated companies maintain order while Dent benefits from both Wayne’s legal enterprises and Penguin’s criminal interests 13 14.

Batgirl later works alongside Huntress, Flash Kid, and other allies, though their conflicting views on lethal force repeatedly complicate cooperation 300 312 330.

Crime and Underworld

Gotham’s criminal culture is unusually theatrical: villains, imitators, gangs, and civilians frequently adopt recognizable gimmicks, costumes, and borrowed identities. The city’s population is accustomed to evaluating threats by appearance and behavior; anyone acting strangely is assumed to be dangerous 9 299.

The Will of Gotham

Gotham is not merely treated as a location. During the demonic crisis, a shapeshifting entity appears in a bar and identifies herself as the city itself. She assumes multiple forms—including a chieftain, knight, and soldier—while remaining unnoticed by the surrounding patrons 425.
