Beneath the bluster, he is an exceptionally pragmatic survivor. When faced with opponents he cannot defeat, he bargains, offers resources, and submits rather than die. This instinct saves him during Shredder’s ambush, but also leaves him fearful of unpredictable figures such as Toyman 20 332.

He is sharp-eyed about Gotham’s power structure and recognizes fanaticism behind respectable facades. He identifies Harvey Dent as a madman masquerading as a rational builder of civilization 14.

Gotham’s underworld emperor

Penguin controls Gotham’s largest nightclub and presides over an arrangement in which he manages crime, Thomas Wayne gains a measure of peace, and Harvey Dent reports successful public safety results. His businesses operate across both legal and criminal spheres 13 19.

At City Hall, he accompanies Thomas Wayne and provides updates on criminal activity, loans, and nightclub operations. Their familiar exchanges establish Penguin as a tolerated, useful component of Gotham’s corrupt order 14.

Toyman’s retaliation

Following the City Hall attack, Penguin’s forces arrive quickly enough to suggest prior preparation; during the ensuing pursuit, a stray bullet hits Li Zu and sends him into the sewers 17. Toyman later engineers a Joker-themed prank to frighten Penguin before confronting him in his own lounge 19.

Toyman neutralizes Penguin’s weaponized umbrella and threatens to turn him into a shop-window display. Penguin denies responsibility for the shooting and immediately shifts into appeasement, supplying food, information, and transportation rather than risk becoming a toy 19 20 21.

Alliance against the Batman Who Laughs

Years later, Penguin and Li Zu cooperate against the Batman Who Laughs. Penguin questions Toyman’s apparently pointless activities—counterfeiting, weapons sales, and staged charity—but follows his instruction to let Batgirl “win” 247.

After the Batman Who Laughs kills major heroes, Penguin helps reveal a warehouse display of Justice League toys. The figures prove to be animated, living replicas created through Toyman’s power, leaving Penguin shaken by the scale of his ally’s capabilities 256 257.

Shredder’s takeover and death

Penguin attempts to sell Wayne Enterprises’ Resonance Engine to Shredder, only to learn that the Foot Clan has no intention of paying. Surrounded and outmatched, he survives by offering Shredder money, weapons, facilities, and support 332.

Shredder forces Penguin into betraying Toyman at the Iceberg Hotel. Penguin apologetically declares that Toyman does not deserve to be Gotham’s King of Crime, but Li Zu responds by shooting him through the chest with a double-barreled shotgun 337.
