Background & History
Coulson was dispatched after S.H.I.E.L.D. detected Shen He and Saiki Kusuo openly using unusual abilities. When his team could find no records for either individual in global databases or surveillance footage, he treated their continued presence despite surveillance as evidence of confidence in their own strength. 7
At the rooftop encounter, Coulson assessed Shen and Saiki through their expressions and surroundings, incorrectly concluding that they were a couple after observing their silent eye contact and discarded dessert boxes. Saiki immediately intruded into his thoughts to warn him against further speculation, exposing a telepathic threat to the classified information Coulson carried. 8
